Immigration vows zero tolerance as small bribes threaten national security and public trust
What may appear to be harmless “coffee money” at border checkpoints is now being treated as a serious national security risk. Malaysian authorities are drawing a firm line, warning that even small acts of corruption can undermine border integrity, public confidence, and international credibility.
Duit Kopi and Its Hidden Security Risks
The practice of giving duit kopi, or small bribes, at border crossings has long been viewed by some as a minor convenience. Malaysia’s Immigration Department, however, has made clear that such acts pose a direct threat to national security, border control, and law enforcement credibility, especially at sensitive entry points.
Firm Action and Transparent Investigations
Immigration director general Datuk Zakaria Shaaban said the department is committed to stamping out all forms of bribery, regardless of the amount involved. He stressed that every complaint received will be reviewed transparently by the department’s Integrity Division. Officers found to have accepted bribes will face firm action, including referral to the Malaysian Anti-Corruption Commission under the MACC Act 2009, according to Bernama.
Public Encouraged to Report Misconduct
To strengthen accountability, the Immigration Department has urged the public to report any suspected misconduct. Complaints can be lodged via hotline calls or through the whistleblower channel on the department’s official website. Zakaria emphasized that public cooperation is essential in ensuring clean governance at border checkpoints.
Surprise Inspections and Preventive Measures
The department’s Integrity Division Compliance Unit conducts regular surprise inspections at high risk and sensitive locations. These checks are aimed at deterring unethical behavior before it escalates into systemic corruption, particularly in areas involving immigration clearance and traveler arrivals.
Integrity as a National Security Priority
Zakaria noted that integrity is now recognized as a core National Security Value under Malaysia’s National Security Policy 2021–2025. This framework positions clean governance as fundamental to protecting sovereignty, peace, and economic stability, especially as Malaysia remains a key regional travel and trade hub.
Systems to Strengthen Governance
Since 2017, Immigration has implemented an Anti-Bribery Management System aligned with national anti-corruption policies. The department was also selected by the Malaysian Institute of Integrity as a pilot agency for the Integrity and Governance Management System, reinforcing its role in promoting ethical standards across the public sector.
Disciplinary Action and Legal Consequences
Addressing concerns about officers being transferred instead of punished, the department clarified that temporary reassignments are meant to prevent interference with investigations. Once internal probes conclude, officers may face disciplinary action under the Public Officers (Conduct and Discipline) Regulations 1993 or prosecution in court under existing laws.
Malaysia’s tougher stance on duit kopi reflects a broader regional push toward cleaner borders and stronger governance.
