Batam’s Pura Jaya land dispute has sparked controversy, with allegations of collusion between BP Batam and Interpol fugitive Ted Sioeng. Sioeng, recently arrested in China, is accused of orchestrating the revocation of Pura Jaya land allocation through backdoor agreements. The dispute highlights concerns about corrupt practices in land management in Indonesia’s Free Trade Zone.
Ted Sioeng, a fugitive linked to IDR 1.5 trillion (S$124.5 million) in bad debts at Mayapada Bank, is at the center of a major land scandal in Batam. Allegedly, Sioeng colluded with BP Batam officials to revoke the land allocation of Pura Jaya Hotel owned by PT Dani Tasha Lestari (PT DTL), sparking legal and public outrage.
Pura Jaya Land Revocation Sparks Allegations of Collusion
PT DTL’s Director, Rury Afriansyah, accused BP Batam of unlawfully revoking Pura Jaya’s land allocation to benefit Ted Sioeng. Official documents, including a letter dated March 6, 2020, and a decree issued on May 11, 2020, detail BP Batam’s decision to withdraw PT DTL’s rights to the land.

Ted Sioeng’s Legal Troubles and Broken Agreements
Sioeng, through a 2019 purchase agreement, failed to fulfill payments for Pura Jaya Hotel, despite pledging to do so via Mayapada Bank. PT DTL declined Sioeng’s repeated requests for discounts and eventually accused him of defaulting on his commitments.
Allegations of Criminal Intimidation
After land revocation, Sioeng filed fraud charges against Rury, complicating legal proceedings. Rury claimed he was coerced into surrendering the land at a fraction of its value, citing multiple threats and criminalization attempts.
Legal Developments and Police Investigation
In April 2024, Indonesia’s National Police issued a cessation of investigation letter (SP3), exonerating Rury from the fraud allegations. The ruling fueled suspicions of collusion between Sioeng and local officials, including allegations of backroom deals within BP Batam.

Land Transferred Despite Legal Challenges
By December 2022, BP Batam reallocated the Pura Jaya land to PT Pasifik Estatindo Perkasa, which later demolished the hotel. Rury criticized this action, claiming the transfer disregarded his legal ownership and violated due process.
This case raises significant concerns over transparency in Batam’s land management system. For Singaporean investors and regional stakeholders, the allegations highlight risks in navigating Indonesia’s property landscape. The resolution of this case may set critical precedents for combating corruption in land management across Southeast Asia.
The revocation of Pura Jaya’s land allocation in Batam, linked to Interpol fugitive Ted Sioeng, has sparked allegations of collusion with BP Batam. The case, involving significant financial and legal disputes, underscores the challenges of combating corruption in Indonesia’s Free Trade Zone.
