The negotiation over Batam’s minimum wage for 2025 is intensifying. Workers are calling for a dramatic raise to reflect the cost of living, while employers, facing a sluggish economy, prefer minimal increases. These discussions follow the guidelines set by Indonesia’s Government Regulation No. 51/2023 on Wages.
The Batam Minimum Wage Council is currently deliberating wage adjustments based on economic growth and inflation rates as stipulated in the government’s wage formula. This year’s debates are particularly contentious, with workers advocating for a 30.6% increase, contrasting sharply with employers’ offers ranging between 2.2% and 4.6%.

Employers argue that substantial wage increases could deter investment and exacerbate the already significant wage disparity across regions in the Riau Islands. They stress adherence to the prescribed wage formula that considers inflation and economic performance.
Labor representatives, having conducted a survey in seven Batam markets, justify their request by pointing to the Basic Cost of Living which they claim now surpasses Rp6 million.
