Batam’s road network, spanning approximately 1,200 kilometers, is severely degraded due to persistent rain-induced flooding, necessitating significant maintenance to ensure functional and structural integrity.
Suhar, Head of the Public Works and Water Resources Department (DBMSDA) in Batam, reports that 18% of the roads are in poor condition and require immediate action, particularly overlay work, to restore their durability and functionality.
The overlay process, which involves adding a new layer of asphalt to existing roads to enhance their hardness and overall condition, is costly. Currently, the city manages these expenses through annual maintenance budgets, focusing on routine care while planning more comprehensive repairs.

While comprehensive road expansions are underway across Batam, the maintenance of existing infrastructure remains a priority. The city aims to increase the percentage of roads in good condition from 82% to over 83% by continuously upgrading both new and old roads.
