In a significant digital shift, Batam City, through its District Offices, has begun the rollout of the Digital Population Identity (IKD) for all its residents, marking a key advancement in line with national digital identity standards.
The move follows regulations set by the Ministry of Home Affairs (Permendagri) Number 72 of 2022, outlining the standards and specifications for hardware, software, and blanks of Electronic ID cards and Digital Population Identity administration.
The implementation of IKD in 2023 is a direct response to Directive No. 114/400.12.6.5/X/2023 dated October 24, 2023, focusing on proactive digital identity services at the Sagulung sub-district level.
Muhammad Dayatul Tarmidzi S. Stp, the Head of Tembesi, stated that the program’s initiation is in accordance with directives from the Directorate of Population and Civil Registration, followed by communications from the Mayor of Batam.

Key officials in Sagulung, including heads of community units (LPM), neighborhood units (RT), and community group units (RW), are the first to activate their digital identities, followed by general public registration.
Requirements for activating the digital identity include possession of an e-KTP (Electronic Residence Identity Card) with a Sagulung address, an active email account, and a smartphone with a minimum of Android 7.0.
This digital transformation encompasses the integration of the digital identity with other vital documents such as BPJS (social security), NPWP (tax number), and more, facilitating smoother transactions using digital IDs.
This digitization in Batam heralds a more streamlined and efficient identification process, potentially easing travel and business transactions within the region, and offering a glimpse into Indonesia’s digital governance advancements.
