Regular customers receive 10 percent compensation while special business services get larger adjustments.

Following the widespread October 12 blackout, PLN Batam has announced compensation for affected customers, with eligible regular customers set to receive automatic adjustments to their electricity bills.

Regular Customers Get 10 Percent Compensation
PT PLN Batam confirmed that regular customers affected by the October 12, 2026 blackout will receive compensation equal to 10 percent of the applicable fixed charge component. Director of Business and Development Raditya Surya Danu said the measure follows Kepulauan Riau Governor Regulation No. 22 of 2017 on electricity service quality and related costs.

Discount Will Appear Automatically in November
Eligible regular customers do not need to register, submit a request, or visit a PLN Batam office. The compensation will be applied automatically through the billing system and reflected in electricity bills issued in November 2026. PLN Batam said the mechanism is based on an evaluation of its Service Quality Level indicators.

Special B2B Customers Receive Different Rates
Customers using special business-to-business electricity services are covered by a separate compensation mechanism. According to PLN Batam, compensation for these customers varies by service arrangement, with reported rates ranging from approximately 15% to 25%. The calculation basis for these rates should be confirmed before publication.

Compensation Follows October 12 Blackout
The compensation is being provided following the widespread electricity disruption that struck Batam on October 12. PLN Batam described the payments as part of fulfilling customers’ rights following a service disruption, while the company had not yet calculated its own financial losses from the blackout when the compensation announcement was made.

PLN Batam to Report Implementation to Ministry
PLN Batam said it will report the implementation of the compensation program to Indonesia’s Ministry of Energy and Mineral Resources. While the total amount to be distributed to affected customers was not specified in the reports, the company confirmed that the compensation mechanism will differ between regular customers and those using special B2B electricity services.

The automatic compensation gives Batam customers a direct billing adjustment following the October blackout, without requiring a separate claims process. For Indonesian households and businesses in Batam, the amount will depend on their service category and billing structure. For Singaporeans with business interests in Batam, the different compensation arrangements for special B2B customers may also be relevant to companies operating facilities on the island.
