Batam City Government continues to intensify routine operations targeting Penyandang Masalah Kesejahteraan Sosial (PMKS) in public spaces. The initiative aims to maintain order while ensuring individuals in vulnerable situations receive proper social protection through official government programs.

Operation Conducted in Strategic Public Areas

On Friday, January 16, 2026, the Batam City Government’s Rapid Response Team carried out an outreach operation across several strategic locations, particularly along the city’s green lanes. Officers successfully reached two individuals categorized as PMKS during the operation.

Street Clown and Elderly Beggar Reached
The two individuals identified consisted of a street clown performer and an elderly beggar who had been active in public areas. Both were approached respectfully and underwent an initial assessment as part of the city’s standard social outreach procedure.

Transfer to UPTD Nilam Suri for Rehabilitation
After the data collection process, the individuals were transferred to UPTD Nilam Suri in Nongsa District. The facility provides guidance, social assistance, and rehabilitation programs designed to support long-term reintegration rather than short-term displacement.

Government Emphasizes Social Care Over Enforcement
Head of Batam’s Communication and Information Office, Rudi Panjaitan, stressed that the operation was not solely about enforcement. Public Urged to Channel Aid Through Official Institutions

Rudi also highlighted that PMKS outreach is a routine agenda of the city administration. He urged residents not to give money directly on the streets and instead channel assistance through officially designated government institutions to ensure aid is directed, measurable, and sustainable.
