Indonesia’s Ministry of Communication and Digital (Komdigi) has fined social media giant X Rp 78.1 million (about SGD 6,250) for repeatedly failing to remove pornographic content and ignoring official warnings. The sanction marks the government’s third reprimand in an ongoing standoff over content moderation and compliance obligations.
Third Warning, Growing Penalties
The Ministry of Communication and Digital (Komdigi) confirmed it had issued a third formal warning to X after the platform failed to respond to earlier notices. The total fine, amounting to Rp 78,125,000, was calculated under Indonesia’s administrative regulations for non-tax state revenue. Despite multiple attempts to contact X through official communication channels, no response has been received from the company.

Legal Basis for the Fine
Director-General of Digital Space Supervision, Alexander Sabar, explained that the fine was imposed under Government Regulation No. 43 of 2023 and the Ministerial Decree No. 522 of 2024 concerning digital content moderation and compliance systems. These regulations define administrative penalties for electronic system providers that fail to prevent or address prohibited content, including pornography.
Lack of Local Representation
Alexander also highlighted that X has no local representative office or appointed liaison officer in Indonesia—both of which are mandatory for foreign private electronic system operators (PSEs). This absence complicates enforcement and communication, reinforcing perceptions that the platform is neglecting local laws.

A Pattern of Non-Compliance
The current fine builds upon earlier sanctions. Komdigi had previously issued two warnings, the second on 20 September 2025, which X ignored. Officials describe the company’s lack of cooperation as a “persistent breach of national digital regulations.” The fine is expected to be deposited directly into the national treasury, managed by Indonesia’s Ministry of Finance.

Komdigi’s move underscores Indonesia’s growing assertiveness in regulating global tech platforms. By enforcing local compliance, the ministry aims to create a healthier and more accountable digital ecosystem. “Administrative duties like paying fines and appointing a liaison are not formalities—they are essential to maintaining a responsible digital space,” Alexander emphasized in a written statement on 14 October 2025.
