Authorities foil smuggling attempt at Pasir Panjang, uncovering S$51,000 worth of e-vaporisers

A 25-year-old Singaporean man has been arrested after more than 9,200 vape pods were found hidden in a cargo container declared as a “power bank” at Pasir Panjang Scanning Station.

9,200 Pods Hidden in Cargo

The cargo container was intercepted on September 17 during enhanced checks by the Immigration and Checkpoints Authority (ICA). Inside, officers uncovered more than 9,200 e-vaporiser pods concealed among goods falsely declared as “power bank.”

Joint Investigation and Arrest

The case was handed over to the Health Sciences Authority (HSA), which, together with the police’s Criminal Investigation Department, conducted a joint operation on September 18. The 25-year-old man was swiftly identified and arrested for his suspected involvement in the illegal importation.

Additional Seizures Raise Stakes

Beyond the attempted smuggling, the man was found to have another 85 vapes and components. Authorities estimated the total street value of the seized items at more than S$51,000 (US$39,500).

Legal Framework and Offences

Under Section 16(2) of the Tobacco (Control of Advertisements and Sale) Act, importing, distributing, selling, or offering vapes and related components is illegal. First-time offenders face up to six months’ jail, a fine of up to S$10,000, or both. Repeat offenders risk up to a year in jail and fines of up to S$20,000.

Enhanced Enforcement From September

Authorities stressed that penalties were further strengthened under the enhanced enforcement framework that took effect on September 1. The new rules apply not only to importers but also to individuals found using, purchasing, or possessing e-vaporisers.

Rehabilitation for Recalcitrant Users

Recalcitrant offenders must undergo rehabilitation, and those who fail to complete the programme will be prosecuted. Individuals caught using e-vaporisers for the third time or more will be charged in court and face fines of up to S$2,000.

The Pasir Panjang seizure highlights Singapore’s tough stance on vaping-related offences. By intercepting large-scale smuggling attempts and enforcing stricter penalties, authorities are sending a strong message of deterrence. For neighbouring countries like Indonesia and Malaysia, the case also signals Singapore’s firm commitment to combating the illegal vape trade within the region.
