At 5:55am on Thursday, July 3, the Singapore Police Force (SPF) received a call regarding a man lying motionless at the base of Block 654C Punggol Drive. Upon arrival, police officers and paramedics from the Singapore Civil Defence Force (SCDF) pronounced the 65-year-old man dead at the scene. The blue tent that later appeared at the location was seen by residents and passers-by, marking the site of the incident.

Preliminary investigations by SPF confirmed that no foul play was suspected. While surrounding tree branches were broken—suggesting a fall—no blood was visible at the site. The deceased, described by locals only as a “Chinese uncle,” had not been identified publicly as investigations remained active.

Following the incident, a 59-year-old woman was detained by police under Section 7 of the Mental Health (Care and Treatment) Act 2008. This law allows authorities to apprehend individuals believed to pose a danger to themselves or others due to a suspected mental disorder.
