Indonesian authorities in Batam have intercepted an illegal attempt to send two migrant workers to Cambodia for online scam operations. One suspected trafficker has been arrested, while the recruiter remains at large.
Police Operation Uncovers Trafficking Attempt
On Thursday, June 12, 2025, Batam City Police (Polsek Batam Kota) successfully disrupted an illegal migrant smuggling operation involving two Indonesians bound for Cambodia. Acting on a tip from the public, a police unit led by Iptu Bobby Ramadhana Fauzi and Ipda Lora Septiandari raided a residence in Perumahan Bida Asri 2. There, they found and rescued two individuals, HZA (26) and Z (28), who were being prepared for overseas departure.
The duo was scheduled to travel via a multi-leg route: Batam – Medan – Kuala Lumpur – Cambodia. Their final destination was an online scam operation posing as legitimate employment.
DS Arrested, Main Recruiter Still at Large
One male suspect, DS (28), was arrested at the scene. Authorities identified him as a local facilitator tasked with arranging accommodations and transportation for the victims. According to police, DS operated under the direction of Z (still at large), believed to be running the trafficking network from Cambodia. The victims disclosed that they were promised lucrative jobs as online scam operators with salaries reaching IDR 13 million per month (≈SGD 1,040).
DS admitted his role was logistical, claiming he had only received money for fuel thus far. Police investigations revealed the recruiter in Cambodia is a relative of DS, suggesting deeper family ties to the trafficking operation.
Evidence and Legal Proceedings

Seized items included:
- Two passports belonging to the victims
- One mobile phone used by DS for coordination
The suspect was immediately taken to the Batam Kota Police Station for further legal processing. The case will be handed to the public prosecutor once the documentation is complete.
Broader Anti-Trafficking Commitment
Kanit Reskrim Iptu Bobby emphasized the police’s firm commitment to combating illegal recruitment and transnational human trafficking. “This is part of our effort to protect Indonesian citizens from modern slavery and illegal labor exploitation,” he said.
The police urged the public to stay alert and report suspicious recruitment schemes via the national call center (110) or through the “Polisi Super Apps” available on major app stores.
Rising Threat of Scam-Based Migration
This case highlights the growing trend of Indonesian nationals being lured into foreign cybercrime syndicates, particularly in Southeast Asia. Cambodia, alongside Myanmar and Laos, has seen rising cases of forced labor involving online fraud rings, many targeting youth with false job offers. Preventing such trafficking networks remains a joint challenge for ASEAN member states.
The thwarted trafficking attempt in Batam underscores the urgent need for stronger cross-border cooperation and community awareness to combat human trafficking. As illegal syndicates evolve with digital tactics, both Indonesians and Singaporeans must stay vigilant against deceptive employment offers abroad.
