High-ranking Navy colonel dismissed and jailed for deceiving investors with fake fuel business

An Indonesian Navy (TNI AL) officer, Colonel Agus Surya Dharmawan, was sentenced to two years and three months in prison by the Military High Court in Medan for defrauding two residents of Batam in a Rp7.75 billion fake fuel-trading investment scheme. The court also dishonorably discharged him from military service.

On April 21, 2025, the Military High Court I Medan officially declared Colonel Agus guilty of investment fraud. Presiding Judge Rear Admiral Hari Aji Sugianto announced the verdict, sentencing Agus to 27 months in prison and dismissing him from the Indonesian Armed Forces (TNI).

The case unfolded in June 2018 when Agus approached two residents of Batam, Hendri and Hendra, presenting an enticing investment opportunity in fuel trading, promising returns between 40 and 50%. Trusting his high-ranking military position, the victims handed over an initial Rp5 billion.

Escalation of the Fraudulent Scheme

Initially, Agus returned the Rp5 billion principal in July 2018, without the promised profits. He then persuaded the victims that reinvesting an increased sum of Rp10.75 billion would significantly multiply their returns. Convinced by his assurances, the investors provided the additional funds in August 2018.

Investors Left with Huge Losses

After the reinvestment, Agus failed to fulfill his promises and only returned Rp3 billion from the total Rp15.75 billion received. The remaining Rp7.75 billion (approximately SGD 606,825) has not been recovered, prompting the victims to seek justice through military authorities in January 2023.

Hendri, one of the defrauded investors, expressed profound disappointment, noting their initial trust was built on Agus’s military credentials. “We believed in him precisely because he was a high-ranking TNI officer. Sadly, we were left suffering heavy financial losses,” Hendri stated.

Following the court’s decision, Colonel Agus’s defense team indicated they would consider appealing the sentence. Military prosecutors also confirmed they would review the court’s ruling before determining any further action.

This high-profile case has sparked broader discussions on military ethics, especially regarding senior officers using their positions for personal gain. The verdict is seen as sending a clear message within the TNI ranks, underscoring that abuse of trust and authority will not be tolerated.
