Alarming increase in violence, particularly sexual assault, recorded in Batam city.
Batam recorded 89 cases of violence from January to March 2025—most involving sexual assault—highlighting ongoing vulnerabilities among women and children.
According to Batam’s Women and Child Protection Technical Implementation Unit (UPTD PPA), 64 cases involved minors, and 25 involved women, most of which were sexual violence incidents. These figures reflect a significant increase from the same period in 2024, which saw only 53 cases (45 involving children and 8 involving women).
“This alarming data underscores the continued vulnerability of children, especially regarding sexual abuse,” said Dedy Suryadi, Head of UPTD PPA Batam, on Tuesday (April 15, 2025).
Suryadi explained that the rising number of reported cases isn’t solely due to worsening social conditions but rather increasing community awareness and bravery in reporting incidents. He emphasized that more victims and families now dare to speak out without fear or confusion regarding where to seek help.
“A growing number of cases reported this year actually occurred years ago, coming to light only now as victims have gained enough courage to share their painful experiences,” Suryadi added.
Digital Vulnerability and Parental Oversight
Several factors have contributed to this rise, including insufficient digital protection regulations for minors, weak community supervision, and inadequate parental knowledge regarding childcare responsibilities. With parents increasingly occupied by work, many lack sufficient time or skills to monitor their children’s digital activities, creating vulnerabilities easily exploited by offenders.

Continuous Community Education Needed
Addressing this, UPTD PPA Batam continues to advocate for stronger educational and social awareness programs. The agency stresses the urgent need for communities to become proactive and knowledgeable in protecting vulnerable groups.
“Regular outreach and educational efforts are crucial in fostering a safer environment for women and children in Batam,” highlighted Suryadi.
The agency has also encouraged victims to come forward confidently, assuring them of comprehensive support from authorities and related institutions. This supportive approach has significantly contributed to uncovering hidden cases and providing victims with necessary assistance.
The significant rise in reported violence cases highlights critical areas for intervention, underscoring the importance of comprehensive strategies in community education, strengthened legal frameworks, and parental responsibility to protect the most vulnerable in society. Enhanced cooperation between authorities and the community is essential for building safer environments in Batam and neighboring regions, impacting not only Indonesians but also regional visitors from Singapore and beyond.
