At a groundbreaking ceremony for Johor Plantations Group Bhd’s Integrated Sustainable Palm Oil Complex (iSPOC) in Kota Tinggi on February 27, 2025, Menteri Besar Datuk Onn Hafiz Ghazi expressed his administration’s goal to surpass Selangor and the Federal Territories as the country’s top investment destination. “The amount of investments increased last year by RM5.4 billion. Johor is now in third place, but we will increase our efforts to become number one,” he stated. The JS-SEZ, a key component of Johor’s economic strategy, is expected to play a major role in attracting high-value investments to the state.

JS-SEZ: A Game Changer for Johor

The Johor-Singapore Special Economic Zone (JS-SEZ) is designed to facilitate seamless trade and investment between the two regions. With upgraded infrastructure, improved transportation networks, and regulatory incentives, the initiative aims to foster a thriving business ecosystem. Onn Hafiz emphasized that improved connectivity through the RTS Link and expanded highways will bolster investor confidence. Additionally, the Johor Talent Development Council (JTDC) will focus on developing a skilled workforce to support industry demands. “Through JTDC, we will become a complete ecosystem that is crucial for attracting investors,” he noted.

In parallel with its investment drive, Johor is prioritizing sustainability. The iSPOC project, which broke ground in Pasir Logok Estate, Sedili, is an example of this commitment. The RM171.6 million complex will integrate palm oil refining, renewable energy production, and animal feed processing. Expected to begin operations in Q3 2026, the facility will create 250 direct jobs and stimulate economic activity in the region. Johor Plantations Group Chairman Tan Sri Dr. Ismail Bakar highlighted the project’s significance: “iSPOC will be the core for Johor’s economic and environmental conservation efforts.”

Attracting Foreign and Domestic Investments

Johor’s strategic location and economic policies make it an attractive destination for investors. State officials, including investment, trade, and human resources committee chairman Lee Ting Han, have emphasized the importance of foreign direct investment (FDI) in sustaining long-term growth. The partnership with Fuji Oil Holdings to develop specialty oils and fats at iSPOC is a testament to Johor’s ability to attract multinational corporations. The state government is also working closely with the federal government to streamline investment processes and enhance investor confidence.
