Slashing immigration times aims to unlock Johor-Singapore SEZ’s economic potential.
Malaysia’s Economy Minister Rafizi Ramli has identified slashing immigration clearance times to 20 minutes as the Johor-Singapore Special Economic Zone’s (JS-SEZ) toughest challenge. The effort is vital for transforming the congested Causeway into a seamless link for trade and talent, a key to unlocking the SEZ’s ambitious growth potential.
The Johor-Singapore SEZ, announced on Jan 6, 2025, is a landmark collaborative initiative between Malaysia and Singapore aimed at boosting economic growth through cross-border cooperation. Its success hinges on reducing congestion at the Johor-Singapore Causeway, one of the world’s busiest land crossings, and improving infrastructure to attract investors and talent.
Malaysia’s Economy Minister stated that the SEZ’s success depends on cutting immigration times to 20 minutes. He stressed that the SEZ could struggle to achieve its goals without seamless movement of people and goods.

The Causeway sees daily traffic of up to 450,000 travelers, exceeding pre-pandemic levels. The upcoming Johor Bahru-Singapore Rapid Transit System (RTS), launching in January 2027, aims to alleviate congestion by ferrying 10,000 passengers per hour each way.
The SEZ draws lessons from Iskandar Malaysia’s shortcomings, such as overbuilt properties and missed employment targets. The new zone prioritizes ecosystem-building and industry clusters to ensure sustainable growth.
The SEZ aims to generate US$26 billion (SGD 35 billion) in GDP contributions and create 100,000 skilled jobs, offering salaries between RM 3,000 (SGD 897) and RM 15,000 (SGD 4,485) monthly. An initial RM 5 billion (SGD 1.49 billion) fund is allocated for infrastructure development.
