Singapore investors Kevin Koh and Rury Afriansyah have raised serious concerns over land management issues in Batam, alleging bureaucracy and land mafia practices involving the Batam Authority (BP Batam). The complaints were formally expressed during a discussion with the Batam Chamber of Commerce and Industry (KADIN).
On November 16, 2024, Singaporean investors highlighted significant administrative and operational challenges they face with BP Batam, including complex bureaucracy and alleged mafia practices affecting land management. The situation has led to heightened scrutiny and calls for transparency in how land is allocated and managed by local authorities.
Singaporean investor Kevin Koh has been engaged in Batam’s real estate market for nearly three decades but faces difficulties with BP Batam over land lease renewals. Despite following procedures, Koh’s renewal application was ignored, leading to operational disruptions exacerbated by local thugs impeding renovations.

Both investors reported their grievances to KADIN, noting the opaque and inconsistent responses from BP Batam regarding land management. The issue escalated to a point where Koh was reportedly offered an informal payment option to expedite his land use extension, which he refused.
Rury Afriansyah reported unilateral termination of his land lease by BP Batam before its expiry, resulting in the destruction of a hotel building on the premises. This action has triggered a series of legal challenges, with BP Batam facing accusations of favoring new investors over existing ones.
In response to these issues, KADIN Batam’s chairman, Jadi Raja Guguk, acknowledged longstanding land overlap issues and stressed the need for dialogue and mediation. BP Batam has yet to provide a detailed response but has expressed intent to review the matters raised.
