KPK Urges Strengthening Integrity in Bukittinggi and Batam’s Regional Governments

The Indonesian Corruption Eradication Commission (KPK) has implemented integrity initiatives targeting the city councils of Bukittinggi and Batam to prevent corruption, with officials signing integrity pacts to solidify commitments.


Addressing the ongoing challenge of regional corruption, the Indonesian Corruption Eradication Commission (KPK) has ramped up preventive efforts by strengthening the integrity of Bukittinggi and Batam’s city councils (DPRD) for the 2024-2029 period. The KPK’s initiatives emphasize a proactive approach to address and prevent corruption hotspots that have historically hindered development and regional prosperity.


Speaking at a session on October 24, 2024, KPK’s Director of Coordination and Supervision for Region I, Agung Yudha Wibowo, highlighted that strengthening integrity within local councils is essential for cleaner governance. “We need to address these vulnerabilities and find solutions that can be effectively implemented,” Agung said. He explained that the KPK has identified corruption risks like inflated procurement, quality downgrades, bribery, and extortion at the local level.

Agung noted that the KPK’s Monitoring Center for Prevention (MCP) is tracking integrity in eight areas, including planning, budgeting, procurement, and public service. MCP scores are categorized into red (0-72.99%), yellow (73-77.99%), and green (78-100%), with Bukittinggi and Batam scoring high in 2023, achieving 95 and 92 points, respectively. These scores signify effective ongoing anti-corruption efforts.


In addition to procurement, Agung identified problematic practices like illegal “rate setting” and misuse of power in approving regulations. Such actions include adjustments to budget allocations to favor specific interests and irregularities in social assistance grants, benefiting select groups without adherence to guidelines.


Leaders of the Bukittinggi and Batam councils, Syaiful Efendi and Muhammad Kamaluddin, acknowledged the KPK’s role in fostering collaboration against corruption. They reinforced their commitment by signing integrity pacts outlining commitments to transparency, particularly in oversight of public funds and services. “Working with KPK strengthens our resolve to build transparent governance,” Syaiful stated.

KPK’s Regional Task Force Head, Uding Juharudin, urged representatives, especially new members making up 50% of the councils, to embrace high standards of integrity. “Corruption is a latent behavior—today may be clean, but intentions can change,” Uding warned, emphasizing the importance of ongoing dedication to integrity for lasting impact.


These developments highlight Indonesia’s commitment to rooting out corruption at local levels, ensuring governance systems that foster a reliable environment for business and community well-being. Batam’s progress in anti-corruption initiatives aligns with the broader goal of building investor confidence and sustainable regional growth.


The KPK is enhancing anti-corruption efforts in Bukittinggi and Batam’s local governments, urging integrity in public service and effective governance through structured monitoring and signed integrity pacts.
