Indonesia Launches Master Plan for Batam, Bintan, and Karimun Free Trade Zones

The Indonesian government has issued a new Presidential Regulation outlining the master plan for the development of the Batam, Bintan, and Karimun (BBK) Free Trade and Free Port Zones, aiming to bolster investment, enhance the flow of goods and passengers, increase tourist visits, and strengthen the management of the BBK area.

The Presidential Regulation No. 1 of 2024 serves as a comprehensive guideline for central and regional governments in planning and executing development projects within the BBK area. It aims to utilize the strategic location and potential of these zones to surpass the national economic growth rate, targeting an average annual investment of IDR 97.2 trillion from both existing and new business activities.

The regulation encompasses 180 development projects across 26 strategic areas, designed to transform BBK into a leading investment destination. This is part of the government’s broader objective to promote Indonesia’s economic diversification and global trade participation.

Wahyu Utomo, Deputy for Regional Development and Spatial Planning at the Coordinating Ministry for Economic Affairs, highlighted the plan’s role in boosting the economy, attracting tourists, and managing the BBK zones effectively, aiming for an economic growth rate that exceeds the national average.

Addressing economic disparities through accelerated land reform is a critical component of the plan. It involves agrarian reform to ensure equitable economic development and land ownership, as emphasized by Dalu Darmawan, Director General of Agrarian Arrangement at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency.

Presidential Regulation No. 62 of 2023 on Accelerating the Implementation of Land Reform outlines initiatives for land allocation, conflict resolution, institutional strengthening, and action plan formulation, integral to BBK’s development strategy.

The BBK master plan also includes provisions to maintain the validity of existing spatial utilization permits and aligns new applications with the updated guidelines, ensuring a seamless transition to the new development framework.
