MHA survey shows high regional support for capital punishment as crime deterrent.
A Ministry of Home Affairs (MHA) survey revealed that more than 80 per cent of regional respondents view Singapore’s death penalty as an effective deterrent against serious crimes such as drug trafficking and murder.
Strong Regional Support for Capital Punishment
The online survey, conducted between September and November 2024, polled 12,000 residents from six regional cities—chosen due to their strong visitor flows into Singapore. Although the cities were not disclosed, the survey results showed 83.9 per cent of respondents believed the death penalty deters crimes such as murder, firearms smuggling, and large-scale drug trafficking.
Additionally, 84.2 per cent felt that capital punishment specifically deters the trafficking of large amounts of drugs into Singapore.
Executions Viewed as Deterrent
The findings indicated strong awareness of Singapore’s enforcement actions. 82.1 per cent of respondents believed that the executions of drug traffickers in the past year discouraged others from smuggling significant quantities of drugs. Compared with life imprisonment, 81 per cent of respondents said the death penalty is more effective in deterring serious crimes, while 82.5 per cent believed it works better in discouraging drug trafficking.
Awareness of Singapore’s Strict Laws

Awareness of Singapore’s criminal laws was notably high. The survey found:
- 95% knew that drug consumption is a crime.
- 95.2% were aware that drug trafficking is criminalised.
- 86.8% knew drug traffickers face the death penalty.
- 75.6% knew executions had taken place in the past year.
MHA said this reflects strong recognition of Singapore’s zero-tolerance approach to drugs.
Safety and Trust in Law Enforcement
Perceptions of safety were also positive. 82.3 per cent of respondents felt safe when travelling in Singapore, while 87.3 per cent trusted law enforcement to protect them. Similarly, 86.8 per cent said authorities were effective in catching offenders, with 90.3 per cent confident that criminals would be punished if caught.
Confidence in the Justice System
When asked about fairness, 79.4 per cent of respondents said Singapore’s justice system is fair, while 80.4 per cent agreed that the courts act impartially. MHA noted that this reflects continued regional confidence in Singapore’s legal framework and enforcement.
Effective Deterrence, Lasting Impact
The survey results reinforce the perception that Singapore’s strict criminal laws and enforcement contribute to its reputation as one of the safest cities in the region. According to MHA, the findings show that regional visitors remain aware of the laws, trust the system, and believe the death penalty continues to serve as a deterrent.”
The survey underscores that Singapore’s tough stance on crime—particularly through the use of capital punishment—resonates beyond its borders. For Singaporeans, the findings reaffirm regional recognition of the Republic’s legal framework as a deterrent, while for neighbouring countries, it signals how strict laws can shape perceptions of safety and security.
