The Batam City Government is rolling out a series of job fit assessments and fit and proper tests aimed at revitalizing its bureaucratic structure and aligning with national civil service regulations.

On Monday, 21 April 2025, Batam Mayor Amsakar Achmad launched job fit evaluations for high-ranking officials within the city government. This process follows mandates outlined in Indonesia’s Civil Service Law, government regulations, and decisions from the National Civil Service Agency (BKN). According to Amsakar, the initiative ensures that strategic positions are filled by individuals who possess the necessary integrity and competence.

Long-Term Officials Under Review

Amsakar noted that many officials have held the same roles for two to five years, which may lead to stagnation. He emphasized the need for rotation, promotion, or even demotion if deemed necessary. “Except for newly appointed officials, many are likely experiencing fatigue in their current departments,” he said. Job realignments are being seen as a way to re-energize internal dynamics.

Organizational Refresh for Better Performance

Beyond administrative adjustments, the evaluation aims to enrich each official’s understanding of Batam’s broader organizational structure. Amsakar stressed that exposing leaders to different positions could enhance their capacity and improve city governance overall. “There must be an enrichment of information across departments to help them grow,” he explained.

Focused 25-Day Leadership Kickoff

Since taking office, Amsakar has only been in active service for 25 days, yet he is determined to ensure every department works in harmony to achieve the city’s vision. The evaluation process will serve as the foundation for reshuffling positions and identifying where each civil servant’s strength lies. “Once we map out their competencies, we can place the right person in the right job,” he added.

Fit and Proper Test for Promotions

In addition to the job fit, a fit and proper test will be conducted for officials considered for higher positions. This step is designed to ensure the government’s top leadership is both effective and well-aligned with the city’s long-term goals. Amsakar believes that true organizational health depends on strategic placements.

The mayor hinted at major changes in the coming weeks, signaling the arrival of both new faces and reappointed veterans in Batam’s leadership. “Hopefully, in the next three to four weeks, you’ll see a refreshed line-up at City Hall—some new, some familiar,” Amsakar teased, suggesting a dynamic shift in how departments will operate.

He warned against placing unqualified individuals in roles they do not understand, noting the consequences such mismatches can have on public service quality. The reform underscores a growing national push to professionalize the public sector and avoid patronage-based appointments in favor of a more meritocratic structure.
