Singapore Mental Health Care: New Hougang Facility Supports Shift Beyond Long-Term Hospitalization

Integrated facility combines nursing and rehabilitation as Singapore rethinks long-term psychiatric care.

Singapore is expanding alternatives to prolonged psychiatric hospitalization with a new Hougang facility designed to give residents different levels of support as their health, independence, and recovery needs change.

Hougang Facility Receives Long-Stay Residents
The new integrated psychiatric facility at 5 Lorong Napiri in Hougang, operated by Vanguard Healthcare, has admitted 151 long-stay residents from the Institute of Mental Health into its nursing home since May, while another 14 patients have entered its rehabilitation-focused home. Health Minister Ong Ye Kung officially opened the facility on October 5, describing it as part of Singapore’s move toward more community-based long-term psychiatric care.

Two Homes Provide Different Levels of Care
The site includes the 257-bed Vanguard Care Home, which provides round-the-clock nursing support for people with chronic but stable psychiatric conditions, and the 48-bed Vanguard Compass Home, focused on rehabilitation, independent living skills, and community reintegration for residents with moderately stable conditions. A day care center is also scheduled to open in the first quarter of 2027.

Ageing Patients Drive Changing Needs
Ong said Singapore’s long-stay psychiatric population is ageing, with a median age of 58 and 83 patients already aged 70 or older. As some patients become more physically frail while their psychiatric conditions stabilize, their needs can shift toward nursing supervision, assistance with daily activities, and supportive residential care rather than continued acute psychiatric treatment.

Rehabilitation Builds Daily Independence
Residents at Compass Home are encouraged to develop practical skills such as doing laundry, preparing simple meals, managing medication, and interacting within the community. Vanguard Healthcare also provides job-matching assistance for residents interested in working, with three clients having found jobs, including in the surrounding neighborhood.

Singapore Builds Continuum of Mental Health Care
Ong said Singapore needs more options between psychiatric hospitalization and fully independent living. The Hougang model allows residents to move more easily between nursing and rehabilitation services as their needs change, creating what the government describes as a broader continuum of care for people whose recovery journeys require different levels of support over time.

For Singaporeans, the Hougang facility represents a shift toward longer-term psychiatric care that combines nursing support, rehabilitation, and pathways back into the community.
