ICA officers uncover illegal items in cross-border taxi during enhanced checks
A routine inspection at Woodlands Checkpoint turned into a major enforcement case after officers discovered dozens of illegal vape devices and duty-unpaid cigarettes in a Malaysia-registered taxi.
Taxi Flagged For Enhanced Checks
Immigration and Checkpoints Authority (ICA) officers flagged down a Malaysia-registered taxi at Woodlands Checkpoint on April 3 after profiling the vehicle for further inspection. The taxi was driven by a 70-year-old Malaysian man and carried two passengers aged 28 and 72, prompting officers to direct it for enhanced checks.
Illegal Items Found In Passenger’s Bag
During the inspection, officers discovered more than 40 e-vaporisers and related components, along with 26 packets of duty-unpaid cigarettes, inside a haversack belonging to the 28-year-old Singaporean passenger. He was immediately arrested, and the cases were referred to the Health Sciences Authority (HSA) and Singapore Customs for further investigation.
Tougher Anti-Vaping Laws Coming Soon
The case comes just weeks before stricter anti-vaping laws take effect on May 1. Under amendments to the Tobacco and Vaporisers Control Act, individuals caught using vapes can be fined up to $10,000—five times the current penalty—while sellers may face fines of up to $200,000 and smugglers up to $300,000.
Serious Penalties For Duty-Unpaid Goods
Authorities also warned that dealing with duty-unpaid goods is a serious offence under Singapore law. Offenders can be fined up to 40 times the amount of duty evaded, jailed for up to six years, or both, reflecting the government’s strict stance on smuggling and tax evasion.

The incident highlights Singapore’s continued vigilance at its checkpoints, especially as cross-border traffic with Malaysia remains high. ICA said such enforcement actions are part of ongoing efforts to prevent illegal goods from entering the country and to safeguard public health and revenue.
