Data verification leaves thousands temporarily uninsured across five regions in Riau Islands

A large-scale update to Indonesia’s national health insurance data has left thousands of low-income residents temporarily without coverage, raising concerns over healthcare access across the Riau Islands.

Thousands Deactivated Across Five Regions
Around 11,000 residents under BPJS Kesehatan’s Penerima Bantuan Iuran Jaminan Kesehatan (PBI-JK) scheme have been deactivated within the BPJS Kesehatan Tanjungpinang branch coverage area. The affected participants are spread across Tanjungpinang, Bintan, Natuna, Anambas Islands, and Lingga Regency, according to official data released on February 10.

Bintan Records Highest Number of Deactivations
BPJS Kesehatan Tanjungpinang head Nara Grace Br. Ginting confirmed that Bintan Regency recorded the highest number of deactivated participants, totaling approximately 3,620 people. Tanjungpinang followed with 2,471 cases, while Lingga Regency reported the lowest number, with only a handful of participants affected.

Data Update Aimed at Accurate Aid Distribution

The deactivation process was part of a routine data verification effort intended to ensure that government-funded health insurance benefits reach eligible recipients. The PBI scheme is fully financed by Indonesia’s state budget, making accurate beneficiary data essential to prevent misallocation of public funds.

Active PBI Membership Remains High
Despite the significant number of deactivations, BPJS Kesehatan noted that most residents remain actively covered. Across the five regions, approximately 189,599 people are currently registered as active PBI participants. In Bintan alone, around 1,800 new beneficiaries were added during the same period, highlighting the dynamic nature of the database.

BPJS Has Limited Authority Over Quotas
Nara Grace emphasized that BPJS Kesehatan does not hold full authority over PBI quotas or beneficiary determinations. Responsibility for participant data and allocation lies with the Ministry of Social Affairs and local social service agencies, which regularly update eligibility records based on socio-economic assessments.

Reactivation Possible for Affected Residents
Residents who have been deactivated are not permanently excluded from the program. Reactivation is possible through official mechanisms, especially for individuals requiring immediate medical care. Those who are ill can have their BPJS PBI status reinstated upon submitting a valid medical certificate.

The mass deactivation highlights the ongoing challenges of balancing data accuracy with healthcare accessibility in Indonesia’s social protection system. For communities in the Riau Islands, the situation underscores the importance of coordination between central authorities and local governments to ensure vulnerable residents do not fall through the cracks, an issue closely watched by neighboring Singapore given the region’s cross-border healthcare dynamics.
