State-owned giant ramps up drilling, EOR projects, and field development to boost national output.

Pertamina is accelerating its upstream expansion with plans to develop 23 newly identified oil and gas fields over the next five years, aiming to counter natural production decline and strengthen Indonesia’s domestic energy supply.

Major Field Development Plans

Pertamina’s Finance Director, Emma Sri Martini, revealed during a hearing with Commission VI of the Indonesian Parliament on Wednesday, 19 November 2025, that 23 newly discovered oil and gas fields have been earmarked for development. Of these, 10 fields are expected to complete their Plan of Development (POD) in under two years, while 13 others will require longer timelines.

Addressing Production Decline

Pertamina’s existing wells are experiencing a natural decline rate of 21–24%. To offset this, the company is intensifying drilling activities, including:

  • 4,300 workover wells
  • 156,000 well interventions
  • Expansion of non-conventional oil and gas (MNK) exploration

These initiatives are designed to enhance lifting volumes—referring to oil and gas output ready for sale after processing.

Boosting Output Through Advanced Technology

Pertamina is also prioritizing Enhanced Oil Recovery (EOR) and Chemical EOR technologies. Fifteen major projects, including Chemical EOR Minas A, Minas C, Zulu Primary, NDD, Krisna, and Rama, are targeted to go onstream by 2030. Discussions with SKK Migas are ongoing regarding fiscal terms and concession rights for MNK development.

Production Performance in Q3 2025

Pertamina Hulu Energi (PHE) recorded a strong performance through Q3 2025, producing a total of 1.03 million barrels of oil equivalent per day (mmboepd). This includes:

  • 553,000 barrels of oil per day
  • 2.83 billion standard cubic feet of gas per day

PHE’s operational activities in 2025 also include 661 exploitation wells, 969 workovers, and over 28,500 well service operations.

Seismic Surveys and Discovery Growth

The company completed extensive seismic surveys—109 km of 2D data and 652 km² of 3D data—to support further exploration. PHE also drilled 15 exploration wells and reported 870 million barrels of oil equivalent (MMBOE) in new 2C resources. The Rokan working area contributed significantly, including promising MNK potential in the Aman Trough K7A and K7B.

Strengthening National Energy Security

Pertamina added 149 MMBOE in P1 reserves, further supporting Indonesia’s long-term energy resilience. These developments reflect the company’s strategy to secure future supply while adopting advanced technologies across its upstream operations.

Pertamina’s aggressive multi-year expansion reflects Indonesia’s broader mission to maintain stable oil and gas output and reduce reliance on imports. For both Indonesians and Singaporeans observing regional energy trends, the company’s forward-looking approach highlights the evolving dynamics of Southeast Asia’s energy security landscape.
