Bintan earns national praise and fiscal incentives for its measurable success reducing stunting.

Bintan has emerged as one of Indonesia’s top-performing regions in the national fight against stunting, securing fiscal incentives and formal recognition from the central government for its consistent and coordinated progress.

Bintan Among Indonesia’s Top 50 Regions

The Ministry of Finance has officially named Bintan as one of the 50 best-performing regions in Indonesia for stunting reduction, as stated in Ministerial Decree No. 330 of 2025. This achievement places Bintan among 3 provinces, 38 districts, and 9 cities that met the rigorous national standards.

Fiscal Incentive Reward for Strong Performance

For its measurable results, Bintan received Rp5.91 billion in Dana Insentif Fiskal (DIF), part of a national allocation of Rp300 billion for regions demonstrating excellence in reducing stunting. The incentive was handed directly to Bupati Roby Kurniawan by Vice President Gibran Rakabuming Raka during the 2025 National Coordination Meeting on Stunting Reduction at the Ministry of Health’s Auditorium Dr. J. Leimena on 12 November 2025.

Comprehensive and Cross-Sector Intervention

During the ceremony, Vice President Gibran stressed that stunting reduction must involve more than healthcare. He highlighted the importance of safe housing, sanitation, clean water, drainage, and multi-sector coordination. This holistic approach matches Bintan’s strategy, which integrates health services, environmental improvements, and family support systems.

Local Leadership and Community Collaboration

Bupati Roby credited the achievement to the combined efforts of health workers, cross-sector teams, Posyandu cadres, and community members. He reaffirmed Bintan’s commitment to accelerating its Bintan Zero Stunting initiative through expanded interventions and innovative programs that target vulnerable households.

Measured by Input, Process, and Output

The central government evaluated regions based on several indicators, including:

  • Integration of stunting targets into RKPD
  • Execution of 2025 convergence actions
  • Registration of target families via the Elsimil app
  • Proportion of monitored toddlers
  • Budget realization dedicated to stunting programs
  • Prenatal checkups for pregnant women
  • Postpartum family planning participants
  • Complete immunization coverage for children under two

These criteria ensured that only regions demonstrating real, verifiable progress received the fiscal incentive.

Bintan’s commitment supports Indonesia’s broader vision of achieving a healthy and competitive generation by 2045. With this recognition, the region strengthens its role as a model for effective local governance in public health.
