Batam’s UMKM Push: Government–BP Batam–BRI Unite to Build a Stronger Small Business Ecosystem

Strategic collaboration aims to transform Batam from a manufacturing hub into a dynamic small-business economy.

Batam’s economic landscape is entering a transformative phase as the Ministry of Cooperatives and SMEs, BP Batam, and Bank Rakyat Indonesia (BRI) join forces to strengthen the city’s UMKM ecosystem. With more than 75,000 active small businesses, Batam is poised to redefine its economic core through financing, capacity building, and inclusive investment.

A New Economic Direction for Batam

A major policy shift is underway as officials position small businesses as Batam’s next economic engine, reducing reliance on manufacturing. On 12 November 2025, Deputy Minister for SMEs Helvi Yuni Moraza and BP Batam’s Head of Investment and Business Services Fary Francis formalized a collaborative framework with BRI to improve access to finance, boost entrepreneurial capacity, and build long-term investment pathways.

According to BPS Kepulauan Riau, Batam recorded 75,575 active UMKM by the end of 2024—one of the largest concentrations of small enterprises in western Indonesia. Helvi emphasized that UMKM are the “pillar of Batam’s economic engine,” requiring stronger support systems to scale up and reach broader markets.

Strengthening Financing and Business Capacity

Under the partnership, BRI will expand micro and small business financing while providing financial literacy programs tailored to emerging entrepreneurs. At the same time, BP Batam and the Ministry will roll out structured mentorship, digitalization initiatives, entrepreneurship training, and product certification to help UMKM meet export standards.

These programs are designed not only to enhance skills but also to build a more competitive local industry capable of attracting regional and international buyers.

BP Batam’s Push for Inclusive Investment

BP Batam is integrating UMKM directly into the region’s rapidly growing investment flows. Fary Francis affirmed that every investment entering Batam must generate tangible benefits for local businesses—from supply chain involvement to business partnerships.

As part of this commitment, BP Batam is developing a digital asset-inventory platform that will allow UMKM to access and utilize BP Batam’s productive assets for production, distribution, and collaborative ventures. This is expected to optimize resources and reduce barriers faced by small entrepreneurs in scaling up operations.

Digital Innovation Supporting Economic Growth

The new UMKM initiative builds upon BP Batam’s ongoing digital transformation, including the investment dashboard and Duta Investasi program, which streamline licensing, enhance transparency, and accelerate investor engagement. These digital tools are part of a broader strategy to position Batam as a technologically advanced business hub.

Projected Impact on Exports and Regional Growth

The Ministry for Economic Affairs projects that the synergy among government agencies, BP Batam, and BRI could push Batam’s exports up by 10% while increasing UMKM contributions to the city’s Gross Regional Domestic Product (GRDP).
