New agreement ensures rice supply stability, deepens bilateral cooperation, and enhances ASEAN food resilience

Singapore and Vietnam have formalized a crucial Memorandum of Understanding (MOU) on rice trade cooperation, strengthening food security and reinforcing economic ties between the two nations. The pact, signed on the sidelines of the APEC Summit in Gyeongju, South Korea, ensures Singapore’s rice supply resilience amid global market fluctuations.

A Milestone in Regional Food Security

On October 30, 2025, Singapore’s Minister for Sustainability and the Environment Grace Fu and Vietnam’s Minister of Industry and Trade Nguyen Hong Dien signed the MOU during the Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting in South Korea. The agreement provides Singapore with a reliable supply channel for rice from Vietnam, particularly during periods of global disruption.

The Ministry of Sustainability and the Environment said the deal “lays a solid foundation for promoting stable and sustainable rice trade,” ensuring both nations avoid unnecessary export restrictions that could threaten food availability.

Strengthening Bilateral Ties

Minister Grace Fu emphasized the agreement’s importance as Singapore’s first such rice trade pact with any nation, describing Vietnam as one of the city-state’s key food source partners. “As a country that imports over 90 per cent of our food, Singapore is not spared from global food supply disruptions,” she noted. “Securing global and regional partnerships is essential for ensuring a stable supply of rice for Singapore.”

Vietnam’s Nguyen Hong Dien echoed this sentiment, highlighting the MOU as a concrete step under the Comprehensive Strategic Partnership (CSP) established between both nations earlier in 2025. He said the collaboration “enhances supply chain resilience and food security within ASEAN.”

Vietnam’s Growing Role in Singapore’s Rice Supply

According to data from Enterprise Singapore, Vietnam ranks as the third-largest rice supplier to Singapore, following India and Thailand. However, in the first half of 2024, Vietnam temporarily became Singapore’s top rice exporter—demonstrating the strength, quality, and reliability of Vietnamese rice production.

Deputy Prime Minister Bui Thanh Son previously authorized the signing through Prime Ministerial Decision No. 2360/QD-TTg on October 25, underscoring Vietnam’s commitment to expanding agricultural cooperation.

Leveraging Opportunities Amid Global Volatility

As global markets face rising uncertainty due to climate and economic instability, the MOU provides a buffer for Singapore’s food security. For Vietnam, it offers new avenues for exporters to expand their reach and reputation in premium markets. The Vietnam Trade Office in Singapore noted that consistent export growth and product innovation can help Vietnamese enterprises capitalize on Singapore’s position as a logistics and distribution hub.
