Expanding Industrial Horizons in Batam
Founded in 1987, Panbil Group has been a cornerstone of Batam’s industrial development for nearly four decades. From its early projects to modern eco-industrial zones, the company remains committed to strengthening the local economy and attracting global investors. Its latest initiative targets employment for over 68,000 people across three major industrial regions in Batam by 2030.
Building the Future at Muka Kuning
The Muka Kuning Industrial Zone, established in 1999, covers around 100 hectares and serves as one of Batam’s largest economic centers. The second phase of its expansion, approved by BP Batam in 2018 and launched in 2021, has already created over 20,000 jobs as of 2025. This expansion addresses the rising demand from investors seeking strategically located, well-connected industrial land.
Tembesi: The Next Tech-Driven Hub
Panbil Group’s next major project lies in Tembesi, Sagulung—another 100-hectare site focused on electronics manufacturing. Once fully operational, it is expected to absorb up to 30,000 workers. The development, led by PT Tanjung Piayu Makmur, is attracting investors from Singapore, China, Japan, Germany, and the United States. Designed as an Eco Low-Carbon Industrial Park, this site reflects Panbil’s commitment to sustainable growth and green industry practices.
Expanding Beyond Batam to Tanjung Sauh
Beyond Batam Island, Panbil Group has expanded to Tanjung Sauh, a 2-kilometer offshore island recently designated as a Special Economic Zone (KEK) under Government Regulation No. 24 of 2024. Managed by PT Batam Raya Sukses Perkasa, the 800-hectare zone is projected to employ around 18,000 people by 2030. By 2025, the site has already created 817 jobs across businesses and enterprises.
Tackling Batam’s Unemployment Challenge
Despite economic progress, Batam still faces one of the highest unemployment rates in the Riau Islands. Data from the Central Statistics Agency (BPS) in February 2025 shows Kepri’s open unemployment rate at 6.89%, second-highest nationally. Batam’s own rate stands at 7.68%, meaning 7–8 out of every 100 job seekers remain unemployed. Panbil Group’s projects are expected to help significantly reduce these figures over the next five years.
