Singapore wins record support at ICAO assembly, strengthening its role in global aviation
Singapore has been re-elected to the International Civil Aviation Organisation (ICAO) council with a record number of votes, reinforcing its standing in global aviation governance.
Strong Mandate at ICAO Assembly
Singapore was re-elected to the council of the International Civil Aviation Organisation (ICAO) during its 42nd Assembly session in Montreal, Canada, on September 27, 2025. The city-state secured 176 out of 184 votes, its highest tally since first standing for election in 2003.
ICAO’s Role in Global Aviation
As one of 36 states on the ICAO council, Singapore helps oversee international aviation standards and practices under the United Nations system. ICAO plays a critical role in ensuring safety, efficiency, and sustainability in global air transport, making council membership a strategic priority for Singapore.

The Singapore delegation was led by Acting Minister for Transport and Senior Minister of State for Finance, Jeffrey Siow. In a Facebook post on September 28, Mr Siow highlighted the record vote count as a reflection of Singapore’s credibility and strong partnerships.
