Ukraine is set to receive missiles for Patriot air defense systems and HIMARS rocket launchers under a new US-European funding framework, President Volodymyr Zelenskiy announced in Kyiv on September 17.
New Mechanism for Weapons Support
The weapons will be delivered through the NATO-led Prioritised Ukraine Requirements List (PURL), which enables European allies to finance purchases of US-made systems. According to Zelenskiy, Ukraine has already secured over USD 2 billion (SGD 2.55 billion) under the scheme, with total commitments expected to rise to USD 3.5 billion (SGD 4.46 billion) by October. NATO allies aim to pool USD 10 billion in arms for Kyiv.
Patriot and HIMARS in First Packages
The first two packages, each worth USD 500 million (SGD 637 million), will include missiles for Patriot air defense batteries and HIMARS rocket launchers. These systems have been central to Ukraine’s defense against Russian missile and drone attacks, with HIMARS proving especially effective on the battlefield.
NATO Confirmation and Shipments
Patrick Turner, NATO’s senior representative in Ukraine, confirmed that four packages under PURL have already been funded and that equipment is “already flowing.” This marks a shift in Western aid delivery, combining European financing with US defense production.
Trump Administration’s Position
While US President Donald Trump has consistently criticized the billions in military support to Ukraine, his administration approved the new aid system. Reuters reported that US Undersecretary of Defense for Policy Elbridge Colby authorized up to two USD 500 million shipments. More packages of similar value are pending approval.
Shift from Past Policy
Until now, the Trump administration had limited involvement to weapons sales or fulfilling earlier aid authorized under former President Joe Biden, a staunch backer of Kyiv. The PURL initiative represents a departure by creating a joint funding model between Europe and the US.

Preparing for Russian Strikes
Ukraine’s leadership continues to press for advanced weaponry, citing heavy dependence on Western air defense to counter Russian missile barrages. Officials warn of intensified strikes against critical infrastructure, especially energy facilities, as winter approaches.
