15 cars, 7 motorcycles, and nearly Rp196 million seized in OTT
Indonesia’s Corruption Eradication Commission (KPK) has arrested Deputy Manpower Minister Immanuel Ebenezer Gerungan, known as Noel, in a high-profile corruption case involving alleged extortion linked to workplace safety certification.
OTT Operation and Arrest
KPK Chairman Setyo Budiyanto announced on Friday, August 22, 2025, that the commission conducted an operation capture (OTT) targeting Noel and 10 other individuals. The case revolves around alleged extortion in the issuance of Occupational Safety and Health (K3) certificates under the Ministry of Manpower.
Confiscated Assets and Evidence
During the operation, investigators seized 15 cars, seven motorcycles, and cash amounting to approximately Rp196 million (around S$15,700). Setyo confirmed the vehicles were secured as part of the investigation into assets suspected to be linked to the illicit scheme.
Alleged Extortion Scheme
According to KPK, Noel is suspected of soliciting money in exchange for expediting or guaranteeing K3 certifications. These certificates are crucial for companies seeking to meet safety standards required by Indonesian regulations. Businesses relying on such approvals may have faced pressure to comply with demands for illicit payments.
Wider Crackdown on Corruption
The arrest highlights KPK’s ongoing efforts to tackle corruption within state ministries. Just last year, multiple officials were prosecuted in unrelated bribery cases, underscoring systemic governance challenges. By targeting a deputy minister, the commission has signaled that high-ranking officials are not immune from scrutiny.

Public and Political Reaction
The case has drawn sharp public criticism, with civil society groups urging stronger oversight of ministry operations. Political analysts note that the scandal may further erode public trust in government institutions, especially in the lead-up to Indonesia’s 2029 election cycle.
Impact on Indonesia-Singapore Relations
For Singaporean businesses operating in Indonesia, particularly in construction and manufacturing sectors that depend on K3 certification, the case raises concerns about regulatory transparency. The crackdown could prompt stricter compliance measures, potentially slowing approval processes but ensuring greater accountability in the long run.
The arrest of Deputy Manpower Minister Immanuel Ebenezer Gerungan is more than just another corruption case; it underscores deep-rooted issues of governance in Indonesia while signaling KPK’s determination to pursue accountability at the highest levels. For both Indonesians and foreign investors, particularly those from Singapore, the case highlights the urgent need for transparency and clean governance in sectors critical to economic cooperation.
