BP Batam targets faster, more transparent SKA issuance to boost global trade competitiveness
Batam’s exports surged to a remarkable USD 3.5 billion in 2024, prompting BP Batam to enhance its Certificate of Origin (SKA) services. The move is part of a broader push to streamline export processes, support local industries, and strengthen Batam’s role as Indonesia’s western export gateway.
Strong Export Growth in 2024
Batam recorded exports worth USD 3.5 billion in 2024 through 17,367 SKA (Certificate of Origin) issuances. According to Sudirman Saad, Deputy for Strategic Policy and Licensing at BP Batam, this achievement highlights Batam’s crucial role in Indonesia’s global supply chain. “Batam continues to be a major export hub in western Indonesia,” he noted on July 22, 2025.
The SKA document plays a critical role in allowing exporters to access preferential tariffs in destination markets. To support this, BP Batam is ramping up efforts to make the SKA issuance process faster, more transparent, and digitally integrated.
Leadership and Strategic Focus
Under the leadership of BP Batam Chairman Amsakar Achmad and Vice Chairwoman Li Claudia Chandra, the agency is prioritizing export service modernization. The goal is to reduce administrative barriers and strengthen legal certainty for exporters operating in the Batam Free Trade Zone.
Digital integration and inter-agency coordination are central to the plan. “Our aim is to deliver not only speed but also global competitiveness,” said Sudirman. This includes collaboration with national ministries such as Trade and Customs.
FGD Highlights Export Rules
On July 22, 2025, BP Batam’s Directorate of Traffic and Investment hosted a Focus Group Discussion (FGD) on SKA issuance and rules of origin. Held at Grand Maple Oakwood Hotel, the event brought together stakeholders from the Ministry of Trade, Disperindag, and Customs to align on technical implementation.
Sudirman emphasized the importance of businesses understanding the rules of origin to qualify for international trade benefits. “We urge exporters to fully understand origin rules and comply with applicable regulations,” he stated.
Strategic Position and Industrial Strength
Batam’s status as a Free Trade and Port Zone gives it a strategic edge. With its modern port infrastructure and proximity to key shipping routes, Batam serves as a logistics and industrial center for international markets. In 2024, 248 registered companies benefited from SKA issuances, reinforcing Batam’s industrial depth.
SKA digitalization is expected to further enhance efficiency, reduce bottlenecks, and maintain a healthy business environment. BP Batam aims to ensure the export process remains robust, timely, and legally compliant.

With the support of advanced systems and strong institutional coordination, BP Batam is preparing local exporters to scale globally. The agency’s proactive approach is designed not only to maintain current momentum but to elevate Batam’s reputation in the international trade ecosystem.
Sudirman concluded optimistically: “Our hope is to see continued export growth from Batam and stronger international competitiveness for our products.”
Batam’s rise as a major export player underscores the importance of efficient documentation and legal certainty. As SKA processes become more streamlined and digitally accessible, Indonesian exporters—particularly those based in Batam—are better positioned to compete in global markets. This sets a strong example for similar trade hubs in the region, including Singapore, which may look to harmonize systems for regional trade integration.
