Thousands of Batam residents are rushing to take advantage of the provincial government’s limited-time vehicle tax amnesty. In just 13 working days, the Batam Center Samsat office collected over Rp17.3 billion—proof that tax incentives work when backed by strategic outreach and real financial relief.

Huge Turnout and Strong Response

The vehicle tax amnesty program launched by the Riau Islands (Kepri) provincial government on 1 July 2025 has already generated Rp17.32 billion (≈ SGD 1.39 million) in just under two weeks. According to Patrick Nababan, Head of UPT Samsat Batam Center, Rp9.18 billion of this came from previously delinquent taxpayers. A total of 8,802 vehicles—6,327 motorcycles and 2,475 cars—have benefited from this amnesty so far.

Meaningful Incentives for Old Debts

  • 10% discount for 1-year arrears
  • 20–50% discounts for 2–5 years
  • 100% exemption on the principal tax for vehicles overdue since 2019 or earlier

Patrick emphasized this initiative as a “golden opportunity” for the public to reactivate expired registrations and restore legal ownership status without the usual heavy financial burden.

Public Awareness Drives Success

The success of this initiative wasn’t accidental. Samsat Batam Center launched a comprehensive outreach strategy—issuing debt notices, partnering with local media, and involving RT/RW community leaders to spread the word directly to residents. Combined with targeted roadside checks and collaborative efforts with police, transportation departments, and insurance agencies, the public’s awareness and urgency soared.

Patrick noted consistent daily growth in tax revenue since the program’s start. “There’s been a significant increase every day since July 1st,” he said during a joint inspection at Batam’s Transport Office. The strong early results give Bapenda Kepri confidence in achieving its 2025 annual target of Rp300 billion through this initiative.

Warning Against Waiting Until November

While the program runs until 15 November 2025, Patrick urged vehicle owners not to wait until the last minute. He warned that waiting could result in long queues and system overloads, which may prevent some from benefiting before the deadline. “Now is the time—lines are still short, and the process is smooth,” he said.

Local Revenue and Civic Engagement

Beyond the financial windfall, this program is also about restoring public trust, boosting local revenues, and encouraging long-term compliance. Many vehicles long considered inactive have now re-entered the system, reflecting growing civic awareness in Batam’s automotive community.

The tax amnesty initiative is proving to be a game-changer for Batam. It not only revitalizes dormant tax revenue but also re-engages vehicle owners with the legal and economic systems. Programs like these could serve as a regional model for Indonesia and even neighboring Singapore, where tax collection efficiency and civic cooperation are ongoing priorities.
