The Malaysian Road Transport Department (JPJ) has launched a new generation of driving licences packed with security upgrades and built for a decade-long lifespan. This significant update, revealed in May 2025, is aimed at enhancing identity protection and reducing fraud across the country.

Major Security and Durability Enhancements

In a bid to curb forgery and boost public confidence, Malaysia’s Road Transport Department (JPJ) has rolled out a redesigned driving licence with state-of-the-art security and anti-fraud elements. Announced by Transport Minister Anthony Loke on May 21, 2025, the enhanced card will be available starting immediately at JPJ and Urban Transformation Centre (UTC) counters nationwide.

A New Era of Driving Licences

On May 22, 2025, Transport Minister Anthony Loke officially launched Malaysia’s upgraded driving licence, now available at all Road Transport Department (JPJ) and Urban Transformation Centre (UTC) counters. The new card boasts state-of-the-art anti-tampering features, longer lifespan, and a polycarbonate base for enhanced durability.

Key upgrades include:

– Advanced printing technology and microtext to prevent forgery

– Polycarbonate material that resists damage

– Extended 10-year lifespan, doubling the previous duration

Reforms for Driving Institutions

In tandem with the licence launch, JPJ introduced a robust plan to improve driving schools across Malaysia. Minister Loke said the initiative focuses on three pillars: boosting institutional integrity, improving service quality, and addressing recurring compliance issues.

The reforms include:

New guidelines for setting up driving institutions in high-demand urban areas

Mandatory eTesting systems and KPP01 Computer-Based Testing Centres at all driving schools

Enhanced enforcement operations targeting violations at training centres

Enforcement and Violations

During the Special Driving Institution Enforcement Operation (Okim) conducted in Johor, JPJ found serious breaches at two institutions. A total of 80 offences were recorded, including:

– Instructors managing more students than allowed

– Students learning without supervision

– Uncertified instructors conducting lessons

– Instructors smoking during training

– Missing teaching records (SM4 forms)

Seamless Transition for Licence Holders

Current driving licence holders are not required to upgrade immediately. The new cards will be issued during regular renewals, replacements, or new applications—with no additional charges.

The older licence format remains valid until its expiry date, ensuring a smooth, no-pressure transition for drivers nationwide.

The rollout of Malaysia’s new driving licence marks a pivotal leap toward smarter, safer identification for drivers. For Indonesian and Singaporean travellers and workers frequently commuting across borders, this upgrade strengthens authentication reliability and reflects a regional trend in enhanced identity governance.
