Johor launches full-fledged halal master plan to attract global players and elevate Islamic economy

Johor is set to become Malaysia’s first state with a comprehensive halal economic framework, aiming to establish itself as a regional and global halal powerhouse by 2030.

The Johor State Halal Advancement Plan 2030, announced by Menteri Besar Datuk Onn Hafiz Ghazi, sets an ambitious course for the state to lead Malaysia’s halal economy. The plan is in its final stage of refinement and will be officially launched later this year. Framed to enhance Johor’s competitiveness, the strategy focuses on creating high-income jobs, encouraging halal-certified entrepreneurship, and turning Johor into a magnet for international investment.

Global Positioning Through JS-SEZ

Onn Hafiz highlighted that the Johor-Singapore Special Economic Zone (JS-SEZ) will play a pivotal role in accelerating the state’s halal ambitions. The plan seeks to attract both global and domestic halal businesses to base their operations in Johor by offering regulatory support, incentives, and infrastructure tailored to halal market demands. “We don’t just want to ride the halal wave, we aim to shape it,” he stated on May 13.

Clear Targets and Execution Strategy

Among the plan’s key targets is the annual registration of 500 halal-certified companies. To achieve this, the state will streamline certification processes, provide capacity-building support, and create incentives to help local businesses penetrate international markets. Agencies such as PIJ Holdings, PIJ Halal Ventures, the Johor Islamic Religious Council (MAINJ), and the Johor Islamic Affairs Department (JAINJ) are joining forces to operationalize the plan with strong institutional backing.

Strengthening the Ecosystem Through Collaboration

The plan promotes collaboration across state agencies and private sectors to build a strong halal ecosystem, one that prioritizes product innovation, supply chain integration, and export readiness. PIJ Holdings, the state’s Islamic investment arm, will drive market expansion, helping successful ventures scale up through investment support and business matchmaking. This whole-of-government approach positions Johor as a model of inclusive and progressive Islamic economic development.

Capturing the USD 3 Trillion Opportunity

With the global halal economy projected to exceed USD 3 trillion by 2028, Johor’s first-mover advantage in formalising its halal development policy could prove to be a game-changer. The plan aligns with rising demand for halal goods and services across sectors like food, pharmaceuticals, cosmetics, and logistics. By becoming a full-service halal hub, Johor is not only targeting local economic upliftment but also strategic relevance in the global Muslim consumer market.

According to Onn Hafiz, the plan will be implemented in phases with close monitoring to ensure measurable results. By combining robust governance with strategic investment, Johor aims to create a sustainable halal economy that uplifts communities and positions the state as a leader in Islamic finance, halal trade, and innovation. “This is about building a future-ready halal ecosystem that benefits everyone,” he emphasized.

Johor’s Halal Advancement Plan 2030 represents a bold and calculated shift toward global leadership in the halal economy. With strategic support from cross-border economic zones and public-private synergy, the initiative offers significant opportunities for job creation, investment, and regional influence. As Malaysia’s southern gateway, Johor is poised to become a global benchmark in halal excellence—serving as a key connector between ASEAN markets and global halal demand.
