University student movement backs Kwin Fo’s bold move to uncover irregularities in PLN Batam.

PLN Batam’s newly appointed CEO, Kwin Fo, has exposed alleged corruption practices within the company, earning strong moral support from PMII (Indonesian Islamic Student Movement) Batam and the Riau Islands. His findings of inflated equipment purchases and irregular contracts are now set to be reported to Indonesia’s Corruption Eradication Commission (KPK).

CEO Uncovers Major Financial Irregularities

Kwin Fo, who previously served as an Independent Commissioner before assuming leadership at PT PLN Batam — a subsidiary of Perusahaan Listrik Negara (PLN), Indonesia’s State Electricity Company — discovered indications of corruption involving the mark-up of equipment purchases and questionable electricity sales contracts. These practices have reportedly inflicted significant financial losses on both the company and the state.

Plan to Report the Findings to KPK

Determined to uphold corporate integrity, Kwin Fo announced his intention to formally submit the findings to the Corruption Eradication Commission (KPK) for legal investigation. His proactive move has been widely applauded by transparency advocates and student organizations in Batam and the Riau Islands.

PMII Applauds Leadership for Corporate Reform

Riyan Prayogi, Chairman of PMII Batam, praised Kwin Fo’s courage and commitment to implementing good corporate governance at PLN Batam. “We morally support the strategic steps taken by the CEO of PLN Batam in realizing good corporate governance,” Riyan stated during a press conference on April 28, 2025.

Riyan further emphasized that suspicions of internal corruption at PLN Batam have persisted for years, noting that the company has consistently reported annual financial losses. Kwin Fo’s discoveries, he added, validate longstanding concerns about systemic misconduct draining the company’s resources.

Arie Rahmardani Kurniawan, Chairman of PMII Kepri, echoed support for the initiative, describing it as a critical step toward transparency, accountability, and professionalism in public services. Arie confirmed that PMII would consolidate efforts and coordinate nationally to ensure the findings are fully investigated and justice is served.

A Model for Clean Governance

Both PMII Batam and PMII Kepri view Kwin Fo’s action as a milestone in corporate reform, highlighting the need for BUMN companies like PLN Batam to set an example of clean and transparent governance across Indonesia. They stressed the importance of continuous public vigilance to maintain momentum for change.

Hope for a Cleaner Future in Indonesia’s SOEs

Kwin Fo’s bold exposure of corruption within PLN Batam offers renewed hope for broader reforms within Indonesia’s state-owned enterprises. As the investigation moves forward, the case may serve as a model for strengthening corporate accountability nationwide.

The exposure of corruption within PLN Batam underscores the urgent need for transparent, accountable governance across Indonesia’s strategic enterprises. With full support from civil society and university movements, the drive toward cleaner corporate practices stands on stronger footing than ever.
