Malaysia’s Johor Hockey Association seeks reimbursement from Pakistan Hockey Federation over extra accommodation costs.

In another blow to Pakistan’s struggling hockey establishment, Malaysia’s Johor Hockey Association has formally demanded over $10,000 from the Pakistan Hockey Federation for unauthorized expenses during the 2023 Sultan of Johor Invitational Cup.

The Johor Hockey Association sent a letter on February 27, 2025, demanding $10,349.35 (approximately 45,770 Malaysian Ringgit) from the Pakistan Hockey Federation (PHF). The letter cited additional accommodation and meal expenses provided for individuals not officially listed, including close relatives and friends of the then PHF president, retired Brigadier Khalid Sajjad Khokhar, who accompanied Pakistan’s junior team in Johor Bahru during the 11th Sultan of Johor Invitational Cup.

Unauthorized Guests Trigger Financial Dispute

While players and team officials were entitled to free accommodation and meals, the extra attendees accompanying Brigadier Khokhar were not invited nor covered by the organizers. This resulted in additional charges, now formally billed to the PHF. The expenses have further embarrassed the federation, already under heavy scrutiny due to a series of financial scandals and declining international performance.

PHF Secretary Responds to Allegations

Speaking to media, PHF secretary Rana Mujahid confirmed receipt of the letter and stated that it had been forwarded to the Pakistan Sports Board (PSB), which, he emphasized, had borne all the expenses of the trip. Mujahid also clarified that the current controversy was unrelated to Pakistan’s exclusion from the 2025 Sultan Azlan Shah Cup, attributing the non-invitation instead to Pakistan’s lower international ranking.

The PHF has been mired in controversy for years. From 2008 to 2022, Pakistan’s national hockey witnessed an unprecedented collapse, not only in performance but also in financial management. The Auditor General of Pakistan raised 113 audit objections during this period, with cases referred to the Federal Investigation Agency (FIA). Yet investigations have reportedly been progressing slowly.

Further reports indicate that Brigadier Khokhar’s travel to Malaysia in 2023 with family members and PHF officials was not mandatory, especially given that no formal invitation was extended to him by the event organizers. This has led to increased criticism from former Olympians and the hockey community regarding the ethical practices within the PHF leadership.

No Link to Sultan Azlan Shah Cup Exclusion

Addressing speculation, Mujahid stressed that the financial dispute with Johor Hockey Association had no bearing on Pakistan’s omission from the prestigious Sultan Azlan Shah Cup. He explained that the Malaysian Hockey Federation, which organizes the Azlan Shah Cup, operates independently from the Johor Hockey Association and that even teams without financial disputes, such as Japan, were not invited this year.

The incident adds to the growing pressure on the PHF’s leadership to restore credibility, manage finances responsibly, and rebuild Pakistan’s once-glorious hockey reputation. With critical voices growing louder and international participation dwindling, the PHF faces an uphill task in regaining trust both at home and abroad.

The financial dispute with Malaysia’s Johor Hockey Association further stains the Pakistan Hockey Federation’s battered image, highlighting persistent governance issues that affect Pakistan’s standing in the international sports community. For hockey supporters across Southeast Asia, particularly in neighboring Singapore, these developments emphasize the importance of transparency and professional management in nurturing international sporting ties.
