Johor and MCMC sign MoU to expand internet coverage, train citizens, and install CCTVs
The Johor state government and the Malaysian Communications and Multimedia Commission (MCMC) have inked a RM300 million agreement to strengthen 5G connectivity, boost cybersecurity awareness, and enhance digital literacy, particularly within the Johor-Singapore Special Economic Zone (JS-SEZ).
Communications Minister Fahmi Fadzil announced on April 22 that RM300 million will be allocated over two years to implement targeted programmes under the new Memorandum of Understanding. He emphasized that the first phase will focus on expanding 5G and internet coverage in areas like the JS-SEZ to ensure communities and industries can fully utilize high-speed connectivity.
JS-SEZ as a Tech-Forward Zone
The initiative will position the JS-SEZ as a high-tech hub by upgrading internet infrastructure in over 1,169 industrial zones and key locations such as data centres and the Sultan Ibrahim Stadium. “We want to make sure Johor is future-ready,” said Fahmi during the press conference following the MoU exchange.

Accelerating AI and Smart Tech Adoption
Beyond connectivity, the collaboration aims to support smart technology and AI adoption across public institutions, businesses, and communities. Fahmi highlighted that enhanced coverage will act as a digital backbone to empower sectors transitioning into Industry 4.0.
Johor’s Public Works, Transport, Infrastructure, and Communications Chairman, Mohamad Fazli Mohamad Salleh, noted that the MoU also includes strengthening security systems. This includes expanding the installation of CCTV cameras under four local authorities to help reduce crime and traffic issues.
The initiative will roll out training and capacity-building programmes to equip Johoreans with digital skills and cyber awareness. Public outreach efforts will also focus on promoting safe technology use and reducing risks associated with misinformation and data breaches.
Improving Service Delivery Through Infrastructure
With Johor’s current 5G coverage already at 84%, officials believe the MoU will bring near-universal coverage while enabling faster digital transformation in sectors like education, logistics, and manufacturing. The Regent of Johor, Tunku Mahkota Ismail Sultan Ibrahim, also graced the MoU ceremony, signaling royal support for the digital push.
Also attending were Johor Menteri Besar Datuk Onn Hafiz Ghazi and MCMC Executive Chairman Tan Sri Mohamad Salim Fateh Din, underscoring strong institutional backing. The collaboration aims not only to empower local economies but also reinforce Johor’s regional standing as a digital and investment-ready state.
The Johor-MCMC collaboration is more than just an infrastructure boost—it’s a calculated step toward building a resilient, tech-driven society. As Johor strengthens its connectivity and digital capabilities, the region is set to become a key digital and economic bridge between Malaysia and Singapore, offering opportunities that ripple far beyond state lines.
