Authorities investigate 2021 revitalisation of Batu Ampar Port amid signs of financial mismanagement

Indonesian authorities are intensifying their investigation into suspected corruption tied to the Rp87.7 billion revitalisation of Batu Ampar Port in Batam, with former BP Batam chairman and current head of the National Democratic Party (Nasdem) in the Riau Islands, Muhammad Rudi, being summoned as a witness.

The revitalisation of the northern dock at Batu Ampar Port began in 2021 as a key infrastructure initiative to strengthen Batam’s logistics and economic competitiveness. However, the project has come under scrutiny following alleged irregularities, prompting raids, extensive questioning, and growing political pressure.

Ex-BP Batam Chief Faces Police Questioning

On April 10, 2025, former chairman of BP Batam, Muhammad Rudi, was questioned by investigators from the Corruption Crime Sub-Directorate (Subdit Tipikor) at the Riau Islands Police Headquarters. Rudi, now head of the National Democratic Party (Nasdem) in the province, arrived in a black BMW bearing the license plate “9 RVR” and underwent hours of questioning regarding his knowledge and involvement in the Rp87 billion port revitalisation contract.

Riau Islands Police Special Crimes Director, Kombes Pol Silvester Mangombo Simamora, confirmed that this was Rudi’s first summons in the investigation. “We’re clarifying his official duties and understanding of the project during his leadership,” Silvester stated, emphasizing that Rudi remains a witness at this stage.

Suspected State Losses Under Review

Authorities suspect the project may have caused significant state financial losses. While the total amount remains under audit by Indonesia’s National Audit Board (BPK), investigators suggest it could be substantial. “There is clearly potential for state losses,” Silvester noted.

Raids Uncover Documents, Witnesses Grow

Police previously raided three locations in March 2025—homes of two individuals linked to BP Batam and the agency’s Strategic Planning Office. Investigators seized both hardcopy and digital documents related to the port development. As of now, 75 individuals with connections to the project have been interviewed.

Tender Process and Budget Scrutinised

According to procurement records from LPSE, the Batu Ampar revitalisation was tendered under code 2345538 with a maximum budget of Rp87.7 billion (approximately S$7.1 million). The project was awarded to PT MUS for Rp83.7 billion. It was financed through the 2021–2022 BLU state budget and executed as a value-based two-envelope tender under the authority of Batam’s Free Trade and Free Port Zone.

Investigators are now examining whether the procurement adhered to regulations or if manipulations occurred during the process.

Formal Investigation Underway, Suspects Identified

The case has entered the official investigation stage, with a Notification of Commencement of Investigation (SPDP) submitted to the Riau Islands Prosecutor’s Office. Seven individuals have been listed as suspects, though no indictments have been filed. Authorities are still gathering supporting evidence before proceeding with formal charges.

Political Repercussions for Nasdem Leader

Muhammad Rudi’s current position as regional chairman of the National Democratic Party (Nasdem) adds a political dimension to the probe. His involvement during his tenure as BP Batam chief in a high-value infrastructure project raises concerns over conflict of interest, transparency, and governance.

The Batu Ampar port corruption probe underscores Indonesia’s continued struggle with mismanagement in state-funded infrastructure. As investigators trace financial flows and accountability gaps, the outcome could set an important precedent for project oversight, especially in economically strategic regions like Batam.
