US technology giant Oracle Corp. is in advanced discussions with the Indonesian government regarding the establishment of a cloud services data center in Batam. Sources familiar with the matter have revealed that Nongsa Digital Park, a free trade zone in Batam, is the preferred location, given its strategic proximity to Singapore and Malaysia. If realized, this project could further bolster Southeast Asia’s growing cloud computing and AI infrastructure.

Southeast Asia is experiencing a surge in cloud computing investments, with major US tech firms expanding their presence to capitalize on the region’s growing digital economy. Batam, particularly Nongsa Digital Park, has emerged as a strategic hub for data centers, offering tax incentives, reliable power supply, and advanced fiber optic connectivity to Singapore, Malaysia, and the US West Coast.

Oracle’s Growing Investment in Southeast Asia

In October 2024, Oracle announced a USD 6.5 billion investment in Malaysia to develop a public cloud region, further emphasizing its commitment to expanding cloud services across Asia. Now, Oracle is reportedly exploring Batam as its next major data hub, as the island’s free trade zone status and digital infrastructure make it an attractive option for global tech firms.

According to reports, negotiations with Indonesia’s Coordinating Ministry for Economic Affairs are ongoing, although neither Oracle nor the government has publicly confirmed the details. The Nongsa Digital Park (NDP) is a growing tech hub in Batam, featuring 13 international submarine fiber optic cables, ensuring high-speed connectivity across the region. Its low operating costs, robust infrastructure, and secure environment have attracted global investors, including real estate private equity firm Gaw Capital Partners, which recently launched a data center at the site.

With AI adoption skyrocketing, tech firms are racing to establish new data centers to meet the demand for machine learning, cloud storage, and computational power. Bain & Co. predicts that the global AI market could reach USD 990 billion by 2027, reinforcing the need for advanced cloud infrastructure in key emerging markets like Indonesia.

Competition with Regional Tech Hubs

Singapore and Malaysia have been major beneficiaries of AI and cloud investments, with companies like Google, Meta, and Salesforce committing billions of dollars to data center expansion. However, Batam’s location provides a unique advantage, offering Singapore-level connectivity at significantly lower costs.

Salesforce recently announced a USD 1 billion investment in Singapore, while Oracle’s competitors have also ramped up investments in Malaysia’s AI and data center sector.
