Public Criticism Mounts as Hundreds of Millions Spent on Non-Essential Expenses

The Batam Regional Revenue Agency (Bapenda Kota Batam) is facing intense scrutiny over its extravagant spending on hotel meetings, advertising, and IT infrastructure, despite government calls for budget efficiency. The agency reportedly allocated IDR 224 million (SGD 18,592) for meeting rooms in 3-4 star hotels, including meals, coffee breaks, and equipment for just four-hour sessions.

Shocking Budget Allocations Raise Concerns

Public outcry has intensified after Bapenda Batam’s budget report on the government procurement system (SIRUP) revealed questionable spending on hotel meetings and advertising. In addition to the IDR 224 million (SGD 18,592) hotel meetings, the agency reportedly set aside:

  • IDR 315 million (SGD 26,145) for advertisements, films, and photography
  • IDR 294 million (SGD 24,402) for additional advertising expenses
  • IDR 700 million (SGD 58,135) for media advertising, excluding the budget managed by Batam’s Communication and Information Office (Diskominfo)

Furthermore, multiple instances of duplicate budget postings were discovered, raising red flags about financial mismanagement and inefficiency.

More Lavish Spending Raises Eyebrows

Further investigation revealed additional questionable expenditures, including:

  • IDR 92 million (SGD 7,636) for another hotel meeting session
  • IDR 84 million (SGD 6,972) for hotel meetings related to tax revenue studies
  • IDR 1.2 billion (SGD 99,000) for network computer rental, a cost deemed excessive for standard IT operations
  • IDR 121 million (SGD 10,043) allocated for souvenirs and gifts

These expenditures have triggered public frustration, particularly amid economic recovery efforts. Critics argue that the IDR 1.2 billion computer rental budget alone could fund an entire IT department with permanent infrastructure instead of temporary leasing costs.

Government Response and Calls for Investigation

Local authorities and public watchdogs have demanded transparency, urging law enforcement agencies, including the police and prosecutors, to investigate potential budget misuse.

Residents expressed their frustration, with Jhon Veto, a local resident, condemning the spending as contradictory to government efficiency efforts.

“The talk about budget efficiency is nothing but empty promises,” he told Batamnews.co.id.

Diskominfo Attempts to Justify Spending

Following the public backlash, the Batam Communication and Information Office (Diskominfo) responded, insisting that government meetings in hotels were no longer permitted and that budget items might be misinterpreted due to similar account codes.

“The policy clearly states that hotel meetings are not allowed. Some budget codes may appear to include hotels, but the meetings might not actually be held there,” said Rudi Panjaitan, Head of Diskominfo Batam.

However, he did not rule out exceptions, suggesting that certain events might still require hotel venues.

“We are reviewing all budget allocations. Any unnecessary expenses will be redirected. However, in some cases, specific meetings may still require hotel facilities,” he added.

The financial controversy in Batam raises broader concerns about fiscal responsibility and governance transparency. While the city remains a strategic investment and tourism hub, wasteful spending and budget mismanagement could impact investor confidence.

For Singaporean businesses and foreign investors eyeing Batam, government accountability and budget efficiency are critical factors. A lack of transparency in financial management could affect future economic policies, tax regulations, and infrastructure development.
