In a strategic move to bolster its defense capabilities, Singapore has announced plans to acquire two more Invincible-class submarines, introduce the ‘Titan’ infantry fighting vehicle, and upgrade its High Mobility Artillery Rocket System (HIMARS).
On March 3, 2025, Singapore’s Defence Minister, Dr. Ng Eng Hen, unveiled significant enhancements to the nation’s defense arsenal during a parliamentary session.
Expansion of the Submarine Fleet
Singapore’s commitment to strengthening its naval capabilities is evident with the planned acquisition of two additional Invincible-class submarines. These German-made Type-218SG submarines are tailored for operations in Singapore’s shallow and busy tropical waters. The first two submarines, RSS Invincible and RSS Impeccable, were commissioned in September 2024 and are now fully operational. The development of the other two Invincible-class submarines, Illustrious and Inimitable, is “progressing well” in Germany, and they are expected to return to Singapore by 2028.
Introduction of the ‘Titan’ Infantry Fighting Vehicle
The Singapore Army is set to enhance its ground combat capabilities with the introduction of the ‘Titan’ infantry fighting vehicle. This wheeled vehicle is equipped with a 30mm cannon as a remote weapon system, marking a significant upgrade in firepower. Additionally, the Titan boasts capabilities to counter unmanned aerial systems (UAS), addressing modern battlefield threats.
Upgrades to HIMARS
In line with global defense trends, Singapore will upgrade its High Mobility Artillery Rocket System (HIMARS) launchers to accommodate more advanced rockets. Having been in service since 2010, these upgrades will enhance the army’s long-range precision strike capabilities. The effectiveness of HIMARS has been notably demonstrated in recent global conflicts, underscoring its strategic value.
The Ministry of Defence’s expenditure for the upcoming financial year is projected to be around S$23.4 billion (approximately US$17.3 billion), reflecting a 12.4% increase from the previous year. This uptick accounts for projects deferred or disrupted due to the COVID-19 pandemic and recent supply chain challenges. Despite this increase, defense spending has remained within the range of 3% of Singapore’s GDP over the past decade.
