Initiative to expand professional services and enhance cross-border business between Singapore and Malaysia.
The Institute of Singapore Chartered Accountants (ISCA) has launched its first-ever Professional Services Centre in Johor Bahru, strategically positioned within the Johor-Singapore Special Economic Zone (JS-SEZ). This move aims to strengthen Singapore-Malaysia economic ties and provide essential support for businesses expanding into the rapidly growing region.
The Johor-Singapore Special Economic Zone (JS-SEZ) is poised to become a major investment hub, creating a surge in demand for professional services across multiple industries. ISCA’s Professional Services Centre in Johor Bahru is part of a broader initiative to establish ten such hubs worldwide, facilitating smoother business operations and regulatory compliance for companies operating across borders.
A Strategic Expansion into Malaysia
The new centre marks ISCA’s first foray into Malaysia under its Professional Services (PS) initiative, designed to assist companies with accounting, taxation, legal compliance, and business valuation. ISCA President Teo Ser Luck highlighted the growing need for high-quality financial expertise, stating, “Our Professional Services Centre in Johor Bahru will ensure businesses across both countries prosper and have access to top-tier accounting and financial services.”
A key component of ISCA’s expansion strategy is fostering collaboration between Singaporean and Malaysian professional firms. The initiative is backed by a coalition of influential organizations, including the Association of Small & Medium Enterprises (ASME), the Institute of Valuers and Appraisers, Singapore (IVAS), the Law Society of Singapore, the Singapore Manufacturing Foundation (SMF), and the Tax Academy of Singapore. These partnerships will ensure that businesses receive well-rounded support, from financial consulting to legal compliance.

Addressing the Rising Demand for Professional Services
The JS-SEZ has already attracted a wave of multinational corporations and SMEs looking to leverage the region’s business-friendly policies. ISCA anticipates a significant rise in demand for accountancy and corporate advisory services as businesses navigate regulatory frameworks, sustainability reporting, and cross-border taxation. Malaysia’s government has also announced a target to train 60,000 professional accountants by 2030 to meet the growing demand, further emphasizing the sector’s rapid expansion.
Education and Workforce Development in Accounting
Beyond serving businesses, ISCA is investing in the next generation of financial professionals. The organization has partnered with leading Malaysian universities, including Sunway TES College, the University of Reading Malaysia, and the University of Southampton Malaysia. These collaborations will provide students with structured pathways to obtain the Singapore Chartered Accountant Qualification (SCAQ), backed by scholarships, learning resources, and mentorship programs.
Industry Leaders Praise ISCA’s Initiative
The opening of the Johor Bahru centre has been well received by industry leaders. ASME President Ang Yuit described the initiative as “a strategic move that aligns with ASME’s commitment to supporting SMEs beyond Singapore’s shores.” Meanwhile, Law Society of Singapore President Lisa Sam emphasized the legal benefits of the centre, stating, “Investing overseas presents both opportunities and challenges, and businesses need clear legal guidance when expanding internationally.”
ISCA’s launch of its Professional Services Centre in Johor Bahru is a crucial step in enhancing economic collaboration between Singapore and Malaysia. By providing expert financial, legal, and business advisory services, the centre will support companies navigating the complexities of international expansion. As the JS-SEZ grows, such initiatives will play a pivotal role in ensuring seamless cross-border business operations.
