City authorities implement strategic measures to combat growing waste problem and improve sustainability
Batam is at a critical juncture in its waste management crisis, generating approximately 1,200 tons of garbage daily. The issue has been exacerbated by rapid urbanization and a growing population, making effective waste disposal an urgent priority. While Mayor Amsakar Achmad is attending a regional head retreat in Magelang for a week, Deputy Mayor Li Claudia Chandra is currently serving as Acting Mayor. Under her leadership, the administration is pushing forward with a series of strategic initiatives aimed at sustainable waste management, public engagement, and infrastructure improvements.
The waste crisis in Batam has become an urgent concern, particularly with rapid urbanization and increasing population density. Tackling the Waste Crisis Head-On
The city administration recognizes that addressing Batam’s waste problem requires immediate and strategic action. At a high-level meeting with subdistrict leaders on February 26, 2025, Acting Mayor Li Claudia Chandra reaffirmed the government’s commitment to combating waste accumulation. She outlined plans to increase the number of waste collection vehicles, including the deployment of additional arm roll and compactor trucks, to ensure more efficient and frequent waste collection.
However, improving collection efforts alone is not enough. With landfills nearing capacity, Batam authorities are actively exploring modernized waste treatment facilities and alternative disposal technologies to reduce the burden on existing sites. Discussions are also underway regarding the potential for waste-to-energy solutions, which could help mitigate landfill dependency while generating electricity.
A Public Responsibility: Encouraging Sustainable Waste Practices
Public engagement is a key aspect of Batam’s waste management strategy. Authorities are launching campaigns to educate residents on the importance of the 3R principle: Reduce, Reuse, Recycle. These initiatives aim to minimize the overall waste generated and encourage households to separate organic and inorganic waste. Li Claudia has urged both individuals and businesses to participate in keeping the city clean.
The Role of Private Sector Partnerships
The private sector is also being involved in waste solutions. The Batam government has been working closely with industrial stakeholders to develop environmentally friendly waste disposal systems. Plans to modernize waste treatment facilities and explore sustainable disposal technologies are in motion, ensuring that landfills do not overflow.
“The waste issue is a major challenge that we must face together. The government, the community, and the business sector must collaborate to create a more effective waste management system,” she stated during a meeting with the sub-district heads of Batam City, at the 5th floor of Batam City Hall, on Wednesday (Feb 26, 2025).

Land Acquisition Challenges
One of the most pressing challenges in Batam’s waste management crisis is the scarcity of land for proper waste facilities. The Department of Environment (DLH) has been struggling to acquire 200 square meters of land needed for a Temporary Waste Storage (TPS) facility. However, complex legal restrictions and land ownership issues have slowed down progress.
This shortage of dedicated waste management sites has put additional strain on existing landfills, leading to concerns about overflowing dump sites and environmental degradation. Without a resolution to the land acquisition issue, Batam’s waste infrastructure may struggle to keep pace with increasing volumes of waste.

Despite these ongoing efforts, challenges remain. The city’s current waste management infrastructure struggles to keep up with the rising trash volume. However, Mayor Amsakar and Li Claudia remain optimistic that through government, private sector, and community collaboration, a long-term solution will be found. Authorities are calling on all stakeholders to contribute to the city’s cleanliness and sustainability.
