BP Batam engages with China’s CREC to discuss LRT and infrastructure projects for future investment.
BP Batam has offered key investment opportunities in urban transport and infrastructure to China’s China Railway Engineering Construction (CREC). The discussion focused on the potential development of a Light Rail Transit (LRT) system, the Trans Barelang Road, and the Galang Seawater Dam. BP Batam’s Vice Chairman, Purwiyanto, expressed hope that this engagement would lead to tangible investments in Batam, enhancing its status as a metropolitan hub.
On January 18, 2025, BP Batam held discussions with China Railway Engineering Construction (CREC), a leading Chinese infrastructure firm, regarding potential investments in Batam. The meeting aimed to explore collaborations in transport and strategic infrastructure projects, particularly in response to Batam’s growing metropolitan needs.
BP Batam’s Vice Chairman, Purwiyanto, emphasized that Batam, with a population of 1.3 million, requires modern and efficient transport solutions. One of the major projects being offered to CREC is the development of an LRT system, a long-term initiative that would connect key parts of Batam.

BP Batam Proposes LRT Investment
The potential construction of a five-phase LRT system was discussed during the meeting. The first two phases are planned to connect Hang Nadim Airport to Sei Jodoh via Batam Center, while the remaining phases will expand towards Sekupang, Nongsa, and Punggur. This transport modernization initiative was introduced by BP Batam Chairman, Muhammad Rudi, as part of a broader urban development strategy.
Apart from the LRT, CREC was also offered opportunities to invest in the Trans Barelang Road and the Galang Seawater Dam. These projects support Indonesia’s National Strategic Project (PSN) for the Rempang Eco-City, a key economic initiative aimed at boosting regional industrial and tourism development.
China’s CREC Expresses Interest in Batam’s Urban Growth
CREC, which has successfully built major railway and infrastructure projects in China and abroad, including Indonesia’s Jakarta-Bandung High-Speed Rail, has shown strong interest in Batam’s development. Deputy General Manager Jiang Kuixian acknowledged Batam’s growth potential and emphasized that an LRT system could transform Batam into a regional economic hub, similar to Shenzhen.

The discussions highlighted the importance of sustainable urban planning and efficient transport infrastructure in driving economic growth. Both parties agreed that further discussions and feasibility studies will be necessary to determine the scope and financing of the LRT, road, and dam projects. BP Batam remains committed to enhancing investor confidence, ensuring that strategic partnerships with foreign investors contribute to long-term economic sustainability.
