Singaporeans Flock to Johor Bahru for Affordable Dental Care: WP MP Raises Concerns

Workers’ Party MP He Ting Ru questioned the Ministry of Health (MOH) in Parliament about the rising number of Singaporeans seeking dental treatments in Johor Bahru, Malaysia. Noting substantial cost differences and concerns over local clinic competitiveness, He asked Health Minister Ong Ye Kung if the MOH tracks data on these cross-border visits and whether steps are being taken to keep Singapore’s dental industry competitive.


As inflation and rising operational costs drive up dental fees in Singapore, many residents are crossing the border into Johor Bahru, Malaysia, to access more affordable dental care options. In Parliament on November 11, Workers’ Party MP He Ting Ru addressed this trend, requesting insights from the Ministry of Health on the increasing number of Singaporeans seeking cross-border dental treatments and its impact on local dental services. Health Minister Ong Ye Kung responded that the MOH does not track data on Singaporeans receiving dental treatment abroad.


During her parliamentary address, He Ting Ru highlighted the cost disparity between dental services in Singapore and Johor Bahru. For example, treatments like teeth whitening, which may cost around S$900 in Singapore, can be obtained for approximately RM1,300 (S$370) across the border. Similarly, basic services such as scaling and polishing are also significantly cheaper, priced around RM200 (S$60) in Johor Bahru compared to over S$100 in Singapore.

Health Minister Ong Ye Kung noted that while the number of dental clinics in Singapore has grown by over 10% from 1,091 in 2019 to 1,228 in 2023, costs remain high due to increased business expenses. Clinics have adjusted their fees, with prices rising due to factors like inflation, rent, and manpower. Q&M Dental Group, for example, has increased their scaling and polishing fees from S$74.90 in 2021 to S$87.20, reflecting ongoing cost pressures on Singapore’s dental industry.


The rising costs of dental services in Singapore have not been matched by increased dental benefits in employment packages. A recent report highlighted that while some companies offer extensive dental benefits, others provide minimal to no coverage, prompting some Singaporeans to seek cheaper dental services in Johor Bahru. This cost differential, coupled with the affordability of Johor Bahru clinics, has made cross-border dental visits a popular choice.


According to Minister Ong, Singapore remains committed to providing quality dental care despite higher costs. The MOH will continue to support affordability through various government schemes to ensure that local dentists are highly trained and well-equipped. However, no specific measures were discussed to compete directly with Johor Bahru’s lower dental costs.

A Johor Bahru dentist reported a significant rise in Singaporean patients, who now constitute around 60% of his clientele, with many scheduling appointments two weeks in advance, particularly for weekend slots. The cross-border trend picked up notably in 2022 and has continued to rise, reflecting Singaporeans’ growing preference for affordable dental care options nearby.


The ongoing trend of Singaporeans seeking dental care in Johor Bahru highlights a growing challenge for Singapore’s healthcare providers to balance affordability with quality. While the MOH focuses on maintaining high standards in local dental services, the price-sensitive nature of dental care may prompt further discussions on how Singapore’s dental industry can better compete with neighboring regions.
