Delays in Gemas-JB Rail Project Call for Government Transparency

Amidst growing concerns over the prolonged delays in the Gemas-Johor Bahru double-track rail project, a Malaysian transport think-tank has called for greater transparency from the government to keep taxpayers informed.


The project, initially slated for completion in October 2021, has faced multiple setbacks, pushing the completion date to April 2025. Wan Agyl Wan Hassan, founder of My Mobility Vision, emphasized the public’s right to detailed updates regarding the delays, rather than enduring vague explanations and shifting deadlines.


The Gemas-JB rail project, part of a larger 692km network from Padang Besar to Johor Bahru, began in 2017 with an allocated budget of RM9.55 billion (approximately SGD 813.25 million). The project aimed to enhance rail connectivity but has stumbled due to issues including electricity supply problems in Segamat, shifting the service start from July to late November.

Wan Agyl criticized the lack of a robust policy framework to address and anticipate project roadblocks like land acquisition disputes or technical challenges. His concerns are compounded by the apparent lack of accountability and unclear penalties for contractors like YTL Construction and their joint venture partner, SIPP Rail, which may affect project deadlines.


The think-tank’s critique extends to the selection and performance standards of the contractors involved. There is a growing need for transparency regarding the contractual penalties for delays and the incentives for timely project completion, which remains obscure to the public.


The mishandling of the project reflects broader issues of governance and accountability within Malaysian infrastructure projects. Wan Agyl suggested that this pattern of delay and insufficient crisis management could significantly erode public trust unless corrective measures are implemented.
