The Riau Islands High Prosecutor’s Office has detained two corporate directors for alleged corruption involving non-tax revenue from ship pilot and towing services at Batam ports, highlighting ongoing efforts to combat financial misconduct in Indonesia’s port operations.

On November 4, 2024, Indonesian authorities intensified their crackdown on corruption within port management by detaining two individuals linked to the mismanagement of non-tax state revenue (PNBP) collected from ship piloting and towing services at several ports in Batam from 2015 to 2021.

The two suspects, identified by their initials AL and S, were directors at PT. Gemmalindo Shipping Batam and PT. Gema Samudera Sarana, and PT. Segar Catur Perkasa and PT. Pelayaran Kurnia Samudra, respectively. They were arrested for failing to remit a portion of the revenues due as PNBP to the state, specifically to the Badan Pengusahaan Kawasan Perdagangan Bebas dan Pelabuhan Bebas Batam and the Directorate General of Sea Transportation.

The legal proceedings were initiated after an audit by the Financial and Development Supervisory Agency (BPKP) of the Riau Islands, which showed a state financial loss of approximately $46,252 USD (equivalent to approximately SGD 62,369.20) or IDR 9.63 billion (equivalent to approximately SGD 818,550). The suspects are charged under multiple articles of Indonesia’s Corruption Law, reflecting the severity of the offenses.

This case underscores the Indonesian government’s commitment to ensuring transparency and accountability in the management of its ports, an essential component of the country’s international trade infrastructure.

The mismanagement of funds not only affects the integrity of port operations but also has broader economic implications, influencing the overall investment climate and international trust in Indonesia’s port governance.
