Despite the recent implementation of a visa-free entry policy for Singapore Permanent Residents (PRs), tourism in Batam has not experienced the anticipated boost. This policy, which allows PRs of Singapore to visit Batam, Bintan, and Karimun without a visa for up to four days, was expected to increase visitor numbers but has yet to show significant results.
In early October 2024, a new policy was enacted under the Regulation Decision of the Minister of Law and Human Rights Number M.HH-1.GR.01.07, which allows Singaporean permanent residents to enter several regions in the Riau Archipelago without a visa for short stays. Despite these efforts, the anticipated increase in tourist arrivals has not materialized.
Kharisma Rukmana, the Information and Communication Officer at Batam’s Immigration Office, noted that there has been no noticeable increase in tourist arrivals from Singapore following the policy’s introduction. This observation was made despite initial hopes that the regulation would attract more visitors to the Riau Islands.

The visa-free entry is applicable for visits to Batam, Bintan, and Karimun, intended to simplify access for Singaporean PRs. The policy permits a stay of up to four days, which cannot be extended, aiming to facilitate short-term tourism and business visits.
Several entry points such as Nongsa Terminal Bahari, Marina Teluk Senimba, and Batam Centre, among others, are designated for the visa-free entries. These ports were expected to see higher traffic of international tourists, particularly during weekends and public holidays.
By October 2024, total international visits to Batam reached 1,584,820, with the majority coming from Singapore, Malaysia, India, and China. However, PR holders from Singapore only accounted for about 1% of the daily visits, indicating that the new policy has not significantly shifted the dynamics of Batam’s tourist demographic.

While the policy was part of broader efforts to enhance Kepri’s appeal as a tourist destination, the expected increase in economic activity through heightened tourism has not yet been observed.

However, its impact has been minimal, suggesting that additional strategies and time may be necessary to realize the potential benefits of such policies for local tourism and the economy.
