Batam Authorities Take Swift Action on River Normalization to Prevent Flooding

The Batam City government has launched a river normalization project in the Puri Loka Housing area, Sungai Panas, as part of flood prevention efforts following a severe flood earlier this month. The initiative aims to address narrowing riverbanks and accumulated waste that blocks water flow during heavy rains.


In response to recent flooding in Batam, city officials are focusing on normalizing rivers and addressing construction issues that are exacerbating the situation. The project began following the flooding of Puri Loka Housing on October 14, 2024, which exposed the need for urgent waterway improvements.


Batam’s Secretary of the City, Jefridin, explained that the flood was caused primarily by two factors: the narrowing of the river’s body and piles of waste that obstructed water flow during heavy rains. The city plans to take immediate action by clearing the river and preventing further blockages to avoid future flooding.

A further challenge identified was the construction of shop houses and townhouses near the river that exceed the limits of their land-use permits (PL) from BP Batam. The Secretary urged developers to halt construction to prevent further obstruction of water flow and worsening flood risks.


Jefridin emphasized the importance of preserving natural water passages, noting that the affected river is crucial for draining water from multiple locations. He warned that further construction in this area could lead to more frequent and severe flooding during the rainy season.


The local government is also taking measures to address landslide risks caused by water erosion near the road leading to Puri Loka. To prevent soil erosion, authorities recommend maintaining the surrounding vegetation as a natural barrier.

In addition to river normalization, Batam’s Department of Public Works (CKTR) is overseeing efforts to prevent future flooding, including verifying the legality of development projects near riverbanks. Azril Apriansyah, Head of CKTR, confirmed that unauthorized projects will be investigated, and strict action will be taken if necessary.


Batam’s efforts to improve flood control and regulate urban development reflect its commitment to maintaining a safe and well-managed urban environment. With river normalization underway and construction practices under review, Batam aims to create a more resilient city in the face of environmental challenges.
